Narcissism and Otherness.

Narcissism is characterized by an inflated sense of self-importance, a craving for attention from others, an exaggerated sense of self-worth and a fixation on personal pleasure at all costs. In more extreme cases, individuals who have been diagnosed with narcissistic personality disorder are arrogant, lack empathy, self-centered, tend to exploit others and can be aggressive. A preponderance of selfies on Instagram and vlogs on YouTube seem to indicate self-obsession. With record numbers unemployed or under-employed and a high percentage boomeranging back home to live with Mom and Dad, can easily go from narcissism to deviant suspicious behavior.
Narcissism refers to Narcissus who falls in love with himself and ends up finding death in this love. The narcissistic destiny of someone is to evolve in a passion for somebody without seeing that it is him(her)self, and that is why every time he(she) loses. This is a morbid experience and it is necessary to say that narcissism is a quite fragile mental state and narcissistic people are easily threatened by the environment. Thus the ideal self, which is the infantile self endowed with all perfections, and the self esteem which is a substitute of childhood will be built on this basis. There is in the self the self esteem varying with objectal relations. In a person's love life, not being loved belittles the self esteem, being loved raises it. There are 4 major factors that influence self esteem : the reaction of others, the comparison with others, social roles and identification. But just as important as all these factors, are the influence of our parents.                                           The otherness is the recognition of the other and of his or her difference. Mental otherness acts in a place of interpersonal communication, in the mirror. This defining phase of the self cannot evolve without the other, and it is more precisely in the relation to the other, to another self, that the otherness of the self comes to life. Indeed any individual is a social person and therefore it becomes impossible to be aware of one's self alone. Yet this mirror relation is not real, it is a relation between two images, the regulator between oneself and another self, between two images is within imaginary. Thus it is through imago identification of the same self that the dialectic is playing out and ties the self to social developed situations. In certain circumstances, mostly severe childhood problems,
 the development of the psychological individual as a being distinct from the general, collective society does not occur, under the influence of narcissism, otherness can be experienced as a provocation and one chooses to remain alone, suffering from loneliness, or to join groups with a uniform development of identity (mostly with authoritarian ideology).

  Narcissisme et altérité. Le narcissisme se caractérise par un sentiment exacerbé de l'importance de soi, le désir acharné d'attirer l'attention des autres vers soi, un sens exagéré de la valeur de soi, une obsession pour le plaisir personnel à n'importe quel prix. Dans les cas les plus extrêmes, les individus diagnostiqués par un désordre narcissique du comportement sont arrogants, manquent d'empathie, égocentriques, manipulateurs et peuvent être agressifs. On trouve aujourd'hui une prépondérance d'égocentriques sur Instagram, les volgs et YouTube avec la particularité d'être obsédés par eux-mêmes. Ils représentent un nombre important de chômeurs, ou de personnes avec des sous-emplois dont un pourcentage élevé retourne vivre chez papa-maman ; ils pourraient rapidement passer du narcissisme à des comportements déviants et suspicieux. Le narcissisme renvoie au mythe de Narcisse où le sujet tombe amoureux de lui-même et finit par y trouver la mort. Le destin narcissique du sujet est de se prendre de passion pour quelqu'un sans se rendre compte qu'il s'agit de lui-même, ce qui fait qu'à chaque fois il perd. Cela est appelé la répétition morbide.  Il faut noter que le narcissisme représente une sorte d'état relativement fragile et facilement menacé dans son équilibre par l'environnement. Ainsi, le Moi idéal, qui est le Moi infantile en possession de toutes ses perfections, et l'idéal du Moi, qui est le substitut narcissique de son enfance, s'édifient sur cette base. Il existe dans le Moi, l'estime de Soi qui est variable en fonction des relations objectales. Quatre facteurs principaux influencent l'estime de soi : la réaction des autres, la comparaison avec les autres, les rôles sociaux et l'identification. Et tout aussi important le rôle des parents dans cette évolution.
L'altérité, c'est la reconnaissance de l'autre dans sa différence. L'altérité psychique se joue dans le lieu de la communication intersubjective, dans l'espace du miroir. Ce stade formateur du je ne peut se mettre en place qu'en présence de l'autre, et c'est plus précisément dans la relation à l'autre, à un autre je, que se développe l'altérité du sujet. En effet, le sujet étant social, il lui est impossible de prendre conscience de son je seul. Cependant, il n'y a pas de relation réelle mais une relation entre deux images, le rapport d'un moi  à un autre moi  relève de l'imaginaire. Et c'est donc par l'identification à l'imago du semblable que se joue la dialectique qui dès lors lie le je à des situations sociales élaborée. Dans certaines circonstances, la plupart du temps des problèmes graves dans l'enfance, le développement psychologique de l'individu en tant que personne distincte des autres et de la société ne se produit pas, sous l'influence du narcissisme, l'altérité est vécue comme une provocation et le sujet choisit de rester seul, d'affronter la solitude, ou de rejoindre des groupes qui privilégient le développement d'une identité uniforme (plus généralement ceux qui ont une idéologie totalitaire).

Sama-Bajau have to a certain extent been negatively presented in much of the relevant literature. They were generally considered sea gypsies or sea nomads, which connoted a low level of civilization. First, there is the group’s terms of reference. It has in fact two names, ‘Sama’ and ‘Bajau’, each with its own history. ‘Sama’ in Malay means ‘kita’ or ‘we’. It is believed to have originated from within the group itself, a belief supported by the fact that it still is commonly used among their members in referring to the group. This practice is almost universal in Sabah, the southern Philippines and in southern Indonesia. Unlike ‘Sama’, ‘Bajau’ is not a term of self-reference popularly used in Sama-Bajau communities. They seem to prefer calling themselves ‘Jomo Sama’ (People of Sama). The reluctance to adopt ‘Bajau’ as a term of equal status to “Sama” seems to be due to the general feeling that the former had external origins. One view is that it originated in Brunei, where the Malay word ‘berjauhan’, which means ‘the eternal state of being far away’ had currency.  It is also a convention among Sama-Bajau communities to qualify themselves with place names so as to signify geographic origin. Examples of such are Sama Siasi, Sama Simunul, Sama Semporna, Sama Kota Belud, Sama Tuaran, Sama Mangkabong, Sama Sangkuang, Sama Sabah, Sama Indonesia and Sama Philippines. These names express differences in community size and status.
 The second component of identity for Sama-Bajau is language. A popular slogan regarding language in Malaysia is “bahasa jiwa bangsa” or “language is the soul of the nation”. Language is undoubtedly crucial in making the group easily distinguishable. In the case of Sama-Bajau, others have traditionally recognized them mainly through their language, since geographic location has been difficult to determine.As understood by many scholars of Sama-Bajau culture social mobility refers to migration by sea. The Sama-Bajau, who are believed to have originated from the Malay Peninsula, can now be found in the Sulu Archipelago, Borneo and the Celebes Sea.In the Sulu Archipelago, Sama-Bajau were historically unwelcome by the Tausug because the latter did not consider them sufficiently Muslim. Either through a lack of knowledge about ritual details or because of their nomadic way of life, Sama-Bajau did not fully practise rituals like Friday prayers. The Sama-Bajau along the west coast of Sabah once enjoyed recognition from the Brunei sultanate because they were Muslims. A similar situation can be found among the Sama-Bajau in northern Sulawesi and Kalimantan in Indonesia, where economic, politic and marriage ties with the political elite were facilitated by the fact that they were Muslims.
All the three basic elements of identity of the Sama-Bajau have their roots in mainstream societies in the Malay World.  Islam as a way of life was adopted at an early stage by the Sama-Bajau under the Malacca and the Brunei sultanates. The maritime mode of life adopted by the Sama-Bajau over many of centuries downgraded their social status among the dominant cultures.
Les Sama-Bajau ne bénéficient pas vraiment d’une image positive dans les ouvrages les concernant. Ils sont en général considérés comme des gitans ou nomades de la mer, l’évocation d’un niveau de culture très limité.
Tout d’abord il y a les termes de référence du groupe, en fait deux noms ‘Sama’ et ‘Bajau’ , chacun avec sa propre histoire. ‘Sama’ en malais signifie ‘kita’ ou bien ‘nous’. On pense que ce terme trouve ses origines au sein du groupe même et le fait qu’il soit utilisé par les membres du groupe lorsqu’ils parlent d’eux-mêmes confirme cette hypothèse. L’utilisation du terme va de Sabah au sud des Philippines, jusqu’au sud de l’Indonésie. Contrairement à ‘Sama’, le terme ‘Bajau’ n’est pas communément utilisé par la communauté pour parler d’elle-même qui préfère dire ‘Jomo Sama’ (Peuple Sama). La réserve quant à l’utilisation de ce terme de statut égal à ‘Sama’ vient du fait que seuls les gens extérieurs à la communauté l’utilisent. Selon une théorie, ‘Bajau’ trouve son origine à Brunei où le mot malais ‘berjauha,’ signifiant ‘ être éternellement au loin, s’utilisait couramment. Les communautés ‘Sama’ se définissent aussi grâce à des noms d’endroits comme pour signifier une origine géographique. Le deuxième élément de l’identité ‘Sama-Bajau’ est la langue qu’ils utilisent. Concernant la langue malaise, il y a une formule très usitée ‘bahasa jiwa bangsa’ ou ‘la langue de l’âme de la Nation’. Le langage est sans aucun doute crucial dans la distinction d’un groupe par rapport à un autre. Pour les Sama-Bajau les autres les ont reconnus de tout temps grâce à la langue puisque leur origine géographique était si difficile à déterminer.
Beaucoup d’études de la culture Sama-Bajau renvoient leur mobilité sociale à leur nomadisme sur la mer. Les Sama-Bajau dont on pense qu’ils trouvent leur origine dans la péninsule malaise, se trouvent de nos jours dans l’archipel des sulu, Borneo et la mer de Célèbes. Dans l’archipel Sulu, les Sama-Bajau n’étaient pas les bienvenus car les Tausug les considéraient comme insuffisamment  musulmans. Par manque de connaissances des détails rituels ou à cause de leur style de vie nomade, les Sama-Bajau ne pratiquaient pas de manière exacte les prières du vendredi. Les Sama-Bajau de la côte ouest de Sabah ont obtenu une reconnaissance par le sultanat de Brunei grâce à leur appartenance à la religion musulmane. La situation est similaire chez les Sama-Bajau du nord de la Sulawesi et au Kalimantan en Indonésie, où les liens économiques, politiques et les mariages avec l’élite locale sont favorisés par cette appartenance à la religion musulmane.

Ces trois éléments essentiels de l’identité Sama-Bajau ont leurs racines dans la tradition des sociétés du monde malais. L’Islam comme mode de vie était adopté par les Sama-Bajau du détroit de Malacca aux sultanats de Brunei. La vie de voyage permanent sur la mer des Sama-Bajau pendant des siècles a dévalorisé leur statu social parmi les cultures dominantes.

The Alien Origins of Freedom - Attempts to offer a rigid definition of the phenomenon of freedom are like an academic treatise on the nature of humor: the very approach seems to be drastically at odds with the inner character of the object of contemplation. "How Do We Understand Freedom Today? "So, What Does Freedom Mean to Us? (A Genealogy of Liberty)" ; Skinner's central task is to outline the conceptual foundation for elaborating a positive concept of freedom - as opposed to a more obvious and popular negative definition ("freedom is the absence of restrictions," that is, eventually, of non-freedom).                                                                                                                The most common and popular perception of freedom as a state of immediately experienced existence (individual or collective) is negative: freedom requires curbing everything deemed "unfree." The twentieth century became an ideal embodiment of all possible aspects of the negative reification of freedom: be it the nation state, a social group, a political idea, an ethnocultural community, gender, an economic system, and so on. In all of these instances, it is expected that true freedom is initially located somewhere outside, that it comes forward only with the annihilation of all things and people that constrain the subject of the "fight for freedom." Thus, freedom appears to be fundamentally alien to regular life and social order.        Benjamin W. Sawyer tells the story of the mass migration in the early 1920s of several thousand workers from the United States and Canada to the Soviet Union, where they would found labor communes. Resettlers from North America (originally immigrants from the former Russian Empire) were drawn by the dream of greater economic and political freedom, while Soviet authorities were driven by the hope of receiving the immediate, high-quality human and financial capital they needed to realize their plans. Both sides would soon experience disillusionment, but was this not predetermined from the very beginning, by the very idea of reaching one's ideal through conceiving the desired result "negatively," as something that could not be found at home? Martin Beisswenger debates on Eurasianism as the political presuppositions and expanding intellectual impact of Eurasianism, a movement promoting an ideology of Russian-Asian greatness, which has begun to take hold throughout Russia, Kazakhstan, and Turkey with a relative impact on geopolitics, interior policy, foreign policy, and culturalist philosophy. In Turkey Özal's successor, President Süleyman Demirel said: “The Turkic world from the Adriatic to the Great Wall of China.”  Beisswenger  argues that those examples repoduce the model of idealized freedom as an escape of something one could not reach yet. Les origines inexplorées de la liberté  - Les tentatives pour soumettre une définition ultime de la liberté sont de même nature qu'un essai de traité scientifique du sens de l'humour : l'approche paraît être en totale contradiction avec le caractère propre à cette contemplation, 'De quelle manière concevons-nous la liberté de nos jours ?', 'Quelle est la signification de liberté ?' Le débat de Martin Beisswenger à propos de l'eurasisme, au centre de son étude, expose l'impact de l'eurasisme sur les postulats politiques et l'enrichissement intellectuel. Ce mouvement qui préconise une grandeur Russe-asiatique commence à diffuser en Russie, au Kazakhstan et en Turquie avec un impact relatif sur la géopolitique, la politique intérieure, la politique étrangère et a philosophie culturelle. Professor Philip Bobbitt Interviewed on a New Global Constitutional Order in The Spectator  on Bobbitt's concept of the "market state" and a new global constitutional order.

At the heart of his analysis is the concept of the ‘market state’, the millennial successor to the nation state,  when states go from reliance on law and regulation, so characteristic of the nation state, to deregulating industries. When states move from conscription to an all-volunteer force to raise armies ; in the UK you saw this development in the policy of top-up fees for college tuition. You see it in America with welfare reform when we go from direct transfers, and workmen’s compensation, to providing skills to enter the labor market. In all of these instances you are seeing the beginnings of a change in which the state says, “Give us power and we will maximize your opportunity. We will not assure you equality, and we will not assure you steadily improving security, but the total wealth of the society will be maximized.” We are moving, in other words, to a new global constitutional order without fully realizing it. I don’t think we really understand the operation of terror in the 21st century. But this much I think we do understand: that we have to build up our immune systems. We cannot simply win this fight by going after our adversaries, and attacking them and killing them; systematic intellectual and cultural preparation is of the essence. The alternative is complacency, followed by disaster, followed by mindless authoritarianism. We must come, as societies, to some understanding of what we’re facing, and in these times of tranquility organize ourselves and debate what we will do if a catastrophe should come to pass. We should stockpile laws for such an eventuality, just as we stockpile vaccines. Then I think we have an excellent chance of getting through these attacks with systems of consent in place.’                                                                                                                          The key is to put the rule of law at the heart of the strategy, to give the emerging ‘market state’ the legitimacy to act decisively rather than to appear – as the US did in Iraq – like a bunch of con men, peddling false information (dodgy dossiers), being deferential to corporations (Halliburton) and contracting out its dirty work (the ‘private interrogators’ at Abu Ghraib). Bobbitt compares the shambolic strategy of today’s nation states, interacting in the UN and the EU, to the doomed Mafia Commission of the 1950s. We’re having trouble organizing nation states, we’re having a great deal of difficulties  – why? They’re nation states which will look at their national interests, often in a very short-sighted way, and they’ll find themselves almost incapable of co-ordinating a response.

Au coeur de cette analyse le concept d'Etat-spéculateur, le successeur de l'Etat-Nation de ce millénaire, quand les Etats alléguaient la loi et la règlementation, si particulier au fonctionnement de l'Etat-Nation, alors que de nos jours ils s'appuient sur les dérèglementations de l'industrie. Quand les Etats sont passés de la conscription pour ensuite entrer dans le processus de professionnalisation de l'armée ; comme en Grande-Bretagne où l'on voit l'établissement de droits de scolarité pour les frais de scolarité des collèges. Aux Etats-Unis, on voit avec les réformes des services sociaux, le passage des transferts directs, indemnisation des travailleurs, au recours aux compétences professionnelles mises sur le marché du travail. On voit avec toutes ces organisations les prémices d'un changement où l'Etat dit :"Donnez-nous le pouvoir, nous maximiserons les opportunités". Nous ne nous portons pas garants de l'égalité des citoyens ni d'une amélioration permanente des mesures de sécurité, mais la richesse totale de la société atteindra un niveau optimal.  Autant dire que nous nous dirigeons vers un nouvel ordre constitutionnel mondial sans pleinement saisir ce que cela signifie. Je pense que nous n'avons pas réellement compris ce qui signifiait le mécanisme de la terreur du 21ème siècle. Mais nous comprenons au moins ceci : que nous avons l'obligation de construire des systèmes immunitaires. Nous ne gagnerons pas ce combat uniquement en poursuivant, attaquant et tuant nos adversaires ; une préparation intellectuelle et culturelle est essentielle. Sinon faire preuve d'indulgence qui nous entraînerait vers l'autoritarisme sans cohérence et le désastre. Nous devons, en tant que sociétés dans les instants relativement tranquilles que nous vivons en ce moment, afin de comprendre ce à quoi nous faisons face, nous organiser et débattre sur ce que nous ferions en cas de catastrophe. Nous devrions prévoir un stock de lois et règlementations tout comme nous stockons des vaccins. Nous aurons ainsi la possibilité de parer à ces attaques grâce au système consensuel en place. La clé est de remettre l'Etat de droit au coeur de la stratégie pour donner à l'Etat-spéculateur émergent sa légitimité pour agir de manière décisive plutôt que d'apparaître, comme les Etats-Unis en Iraq, tel une bande d'escrocs colporteurs de faux renseignements (dossiers douteux) sous-traitant leur sale boulot (interrogateurs privés à Abu Ghraib). Bobbitt compare la stratégie chaotique des Etats-Nation d'aujourd'hui, l'interaction des Nations Unies et de l'Europe, à la commission condamnée à l'échec contre la Maffia des années '50. Il y a des problèmes d'organisation des Etats-Nation, il ya d'énormes difficultés - pourquoi ? Ces Etats-Nation qui envisagent leurs intérêts nationaux, souvent de manière réductrice, se retrouveront presque incapables d'offrir des réponses cohérentes.

A new economic model : development as freedom
Aristotle said : "Wealth is evidently not the good we are seeking, for it is merely useful for the sake of something else", Amartya Sen intends to rehabilitate the economic science validity, which is taking the ethical concept of this field seriously, thus integrating in his understanding of economic realities a 'ethical understanding of motivation' and 'ethical understanding of social achievement'. He proposes a new perspective based on the paradigm of human freedom. Indeed, if current economic prosperity is historically unprecedented, our world is also characterized by an unbelievably high level of all types of deprivation, poverty and oppression : persistence of poverty, unmet basic needs, starvation and chronic malnutrition, violations of basic political freedoms [...]. Therefore development ought to be fundamentally understood as a project to expand human freedom which also implies the removing of determinants opposed to freedoms : poverty and tyranny, lack of economic opportunities, precarious social living conditions, lack of public services, intolerance or systematic repression by authoritarian governments. This approach considers freedom as a multiform goal - constitutive role - and the means - instrumental role - of human development.
With a causal and empirical analysis combining political, economic and social dimensions, Sen considers in the first place the interconnections between political freedoms, economic facilities (i.e. individuals opportunities to use economic resource for consumption, production or exchange), social opportunities (i.e. measures in favor of education, health [...]), guarantee of transparency and protective safety (i.e. imposition of a social safety net), interconnections constituting a set of instrumental freedoms participating to the criteria of legitimate freedom as prime goal of development. Thus all institutions - State, market, judicial system, political parties, medias, associations, non-governmental organizations etc. - are described and evaluated regarding their contributions to individuals substantial freedoms defined as agents of change (constituent role) instead of passive receivers of allowed benefits from any structure, this definition is the result of understanding freedom as a social commitment.

In this paradigm of freedom as general, the well-being of individuals is regarded as the opportunity to lifestyle choices that one is right to expect. Amartya Sen's theoretical project may seem out of reach and granting wisdom an important role may seem useless however, this ambition to restore economic sciences as more moral, the inventiveness of such an undertaking and the humanism by which he is guided through this end with added meanings, all these pave the way towards a well-reasoned social progress.

Reprenant Aristote, pour qui « la richesse n’est évidemment pas le bien que nous cherchons : c’est seulement une chose utile en vue d’autre chose ", Amartya Sen se propose de réhabiliter la validité d’une science économique, qui prend au sérieux la conception éthique de cette discipline, intégrant, dès lors, dans son appréhension des réalités économiques une « conception éthique de la motivation » et une « conception éthique de l’accomplissement social ». Sen propose une perspective nouvelle fondée sur le paradigme de la liberté humaine  en général. En effet, si la prospérité économique actuelle est historiquement sans précédent, notre monde se caractérise également par un niveau incroyablement élevé de privations en tous genres, de misère et d’oppression  : persistance de la pauvreté, besoins élémentaires non satisfaits, famines ou malnutrition endémique, violation des libertés politiques élémentaires […]. Dès lors, le développement est fondamentalement à comprendre comme un processus d’expansion des libertés réelles dont jouissent les individus  qui implique également la suppression des facteurs qui s’opposent aux libertés : la pauvreté aussi bien que la tyrannie, l’absence d’opportunités économiques comme les conditions sociales précaires, l’inexistence des services publics autant que l’intolérance ou la répression systématique exercée par les États autoritaires. Dans une telle démarche, la liberté humaine, essentiellement polymorphe, est à la fois la fin – rôle constitutif – et le moyen – rôle instrumental – du développement humain.
Dans une analyse de type causal et empirique combinant dimensions économiques, politiques et sociales, Sen envisage à titre principal les interconnexions entre libertés politiques, facilités économiques (“i.e. les opportunités offertes aux individus d’utiliser les ressources économiques à des fins de consommation, de production ou d’échanges”), opportunités sociales (“i.e. les dispositions prises par la société en faveur de l’éducation, de la santé […]), garantie de transparence et sécurité protectrice (i.e. l’institution d’un filet de protection sociale), qui constituent un ensemble de libertés instrumentales participant également à la légitimation de la liberté comme objectif premier du développement.
Ainsi, l’ensemble des institutions – l’État, le marché, le système juridique, les partis politiques, les médias, les associations, les organisations non gouvernementales, etc. – sont décrites et évaluées du point de vue de leur contribution aux libertés substantielles des individus, définis comme des acteurs du changement (rôle constructif) et non comme les destinataires passifs d’avantages octroyés par telle ou telle structure, définition résultant d’une compréhension de la liberté comme engagement social.
Au travers du paradigme de la liberté humaine en général, le bien-être est saisi comme la possibilité de choisir le mode de vie que l’on a raison de souhaiter. Le projet théorique d’Amartya Sen peut paraître hors de portée et sous-estimer les rapports de force et accorder à la raison un rôle peut laisser sceptique cependant  cette ambition de restaurer une science économique comme science morale, la fécondité d’une telle entreprise et l’humanisme dont il se veut par ce dessein porteur ouvrent la voie vers un progrès social raisonné.

United Nations and the state's constitutional order - Neoclassical economics and financing mechanisms 
In "The Shield of Achilles", an historico-philosophical work by Philip Bobbitt, he describes the interplay between strategic and constitutional innovation changes the constitutional order of the State. The relationship between strategy and law is such that any fundamental change in the nature of strategy will produce a fundamental change in law, and vice versa. There is no single, linear monocausal relationship between the two, but rather a mutually interacting circuit. Thus with the introduction of mobile artillery onto the Italian plain in the Renaissance appeared the first princely states and the French revolution influenced the Napoleonic revolution in tactical and strategic acts . Epochal wars force the state to innovate—either strategically or constitutionally—and successful innovations by a single state are copied by other, competing states. In 1919 the League of Nations established after the First World War to preserve peace, gathered the States to take decisions based on discussions prior to treaties and agreements. After the Second World War, the United Nations Charter authorises the Secretery-General (SG) to a more effective prevention (art. 99) and grant him with a significant independence (art. 100) outside the United Nations ; an internationalsim of norms and values seems then to emerge. Peace - necessary to all in view of the atrocities of the wars - will be defined regarding common grounds and common objectives to the member States of the UN required for its continued existence : the Security Council and the princile of collective security, food and agriculture organization (FAO), eduucation, science and culture (UNESCO),World Health Organization (WHO) will articulate the relations between the States. However, the cold war and decolonization put into question the specific nature of the internationalism, of the cooperation between member States and the international structures of the United Nations governance ; mutual oversight will counter the lack of cooperation between the Sates. This guidelines alignment possesses as associated element the concept of global public goods (GPG) which refers to the notion of global citizenship. The constitutional order of the 21st century market state will supersede the 20th century Nation-state as a consequence of the end of the Long War. Give us power, the nation state said, and we will improve your material well-being. The nation state, with its free public education, universal franchise, and social security policies promised to guarantee the welfare of the nation; the market state promises to maximize the opportunity of the people, and thus tends to privatize many state activities. Voting and representative government will be less influential and more responsive to the market. The market states do not cease to be interested in the well-being of their peoples and nationalism is any less potent, but that the State no longer claims legitimacy on that unique basis. In line with this approach, the question of global public goods (GPG) is treated in terms of interests, costs and benefits and various compensations. Economy circumscribes the field of politic from the international open market. 

Nation Unies et ordre constitutionnel de l'Etat - Economie néo-classique et mécanisme de financement
 
Dans Le bouclier d'Achille, travail historique et philosophique de Philip Bobbitt, il décrit les interactions entre l'innovation stratégique et constitutionnel qui modifient le cadre constitutionnel des Etats. La relation entre les stratégies et la justice est telle qu'à chaque changement des unes et de l'autre se produit un bouleversement fondamental. Il ne s'agit pas d'une simple relation causale linéaire mais bien plutôt d'un parcours effectué par ces deux composantes agissant l'une sur l'autre. On voit l'introduction de l'artillerie mobile dans les plaines italiennes à la Renaissance accompagner l'apparition des premiers états princiers et la révolution française a influencé la gouvernance de Napoléon dans ses actions stratégiques et tactiques. A chaque époque les guerres ont contraint les Etats à innover stratégiquement et constitutionnellement et les Etats concurrents reproduisent les innovations prospères. En 1919, la Société des Nations (SDN) établie après la première guerre mondiale pour préserver la paix, rassemblait les Etats qui allaient prendre des décisions fondées sur des entretiens préalables à la conclusion de traités. Après la deuxième guerre mondiale, la Charte des Nations Unies autorise le Secrétaire Général (SG) à une action plus effective de prévention (art. 99) et lui octroie une indépendance conséquente (art. 100) en dehors de l'ONU ; un internationalisme des normes et valeurs se dessine alors. La paix - indispensable pour tous suite aux atrocités de la deuxième guerre mondiale - va se définir autour d'objectifs et de causes communes aux membres de l'ONU nécessaires  au maintien de son existence : le Conseil de sécurité et le principe de sécurité collective, l'organisation pour l'alimentation et l'agriculture (FAO) l'éducation, la science et la culture (UNESCO), la santé (OMS) vont articuler les relations entre les Etats. Cependant la guerre froide et la décolonisation vont remettre en question la spécificité de l'internationalisme, de la coopération entre les Etats membres et les structures de la gouvernance internationale de l'ONU. Le contrôle mutuel va pallier à ce problème d'absence de coopération entre les Etats membres. Cet alignement des directives possède comme élément associé le concept de biens publics mondiaux qui renvoient à la question de citoyenneté mondiale. Le cadre constitutionnel de l'Etat-spéculateur du 21ème siècle remplacera l'Etat-nation du 20ème siècle suite à la Longue Guerre. L'Etat-nation proclamait 'donnez-nous le pouvoir et nous améliorerons votre niveau de vie'. L'Etat-nation en instaurant l'éducation publique gratuite, le suffrage universel et la sécurité sociale se portait garant de l'aisance de la Nation. L'Etat-spéculateur s'engage à maximiser les opportunités d'aisance du peuple en privatisant les activités de l'Etat. Le vote et le gouvernement représentatif auront moins d'influence et réagiront au marché de manière plus significative. Les Etats-spéculateurs ne suspendent pas l'attention qu'ils portent au bien-être du peuple et le nationalisme n'en est pas moins puissant, l'aisance du peuple n'est plus l'unique argument de la légitimité du pouvoir. Dans cette approche néo-classique, la question des biens publics mondiaux est alors traitée en termes d'intérêts, de coûts et d'avantages, et de dédommagement des différents agents. L'économie délimite le champ du politique à partir du marché libre international.

On Faith and Development/ Consequently, instead of regarding religion as irrelevant and an obstruct to the process of development, the current post-modern development practitioners should seek to benefit from the long-standing institutions and the dynamic actors in the process of social change, rather than avoiding learning the already existing mechanism. This approach has a tendency to re-invent the wheel and miss key participatory means as well as the opportunity to understand local communities and where to allocate modern donors fund. In other words, there is a lot of knowledge to be shared between organizations that have long-held relationships with poor communities, whom modern donors are keen to assist, but lack the immediate grasp of the context in which they are operating.
Moreover, one way to explain that process of separation between faith and development is through another process; one of differentiation between the economic, social, political and religious spheres, leading the social and scientific spheres to progressively emancipate themselves from the prism of religious institutions and norms. Gradually, this led to a very strict separation between politics and religion, but religion does not involve and permeate the lives of individuals only, but often the institutions of state themselves (Deneulin & Bano, 2009).
For illustration, in Islam, it is believed that economic resources are a trust from God, the welfare of the people becomes the purpose of the trust, and the trustee is morally responsible to fulfill this purpose by utilizing these resources efficiently. This logically implies: eradication of poverty and saturation of all essential human needs such as full employment, as well as, material resources reaching a maximum level of economic growth and improving people’s livelihoods. In addition, conditions that might cause resulting in unemployment or inflation must be prevented. Hence, the role of the state in an Islamic society (not necessarily an Islamic government) is automatically expected to perform in a direction where poverty is eradicated and there is a guarantee of social and economic justice through equitable distribution of income (Chapra, 1980). This sets a framework for the government to operate within, to achieve certain (Islamic) goals but does not necessarily restrict the use of specific (Islamic) tools. The perception of a good society and how to live well together forms a constitutive part of religion, which gives a political nature to religion. Hence, if Religion were to take a political nature, it is definitely responsible for the development process and the eradication of poverty of the society in concern.

In conclusion, the significant existence of religions in the lives of people, whether in developing or developed countries, requires development studies to reconsider the assumption that secularization is a universal, desirable, and irreversible trend. Croyances et développement 2/ Aussi, au lieu de considérer les religions comme un obstacle au développement en éludant les mécanismes déjà existants, les acteurs du mouvement post-moderne d'aide au développement devraient chercher à tirer profit des institutions déjà établies grâce à des acteurs engagés et énergiques dans leurs actions au profit de l'évolution sociale. Car cette approche conduirait au risque de réinventer la roue carrée, d'oublier les facteurs déterminants du développement pour la distribution des subventions et finalement ignorer la rencontre avec les communautés locales. En d'autres termes, de nombreuses connaissances pourraient être partagées entre les diverses organisations présentes qui ont depuis longtemps établi des relations avec les plus démunis  que ces associations souhaitent aider mais auxquelles il manque la compréhension du contexte dans lequel elles interviennent.
En outre, cette séparation entre croyances et développement s'organise suivant une autre démarche ; les domaines, économique, social, politique et religieux sont dissociés aboutissant progressivement à leur isolement par rapport au prisme des valeurs et normes religieuses. Ainsi s'établit la réelle séparation entre politique et religion même si en l'occurrence la religion ne concerne pas uniquement les individus  mais bien aussi les institutions de l'Etat (Deneulin & Bano, 2009).
Par exemple, dans la religion musulmane les ressources économiques sont une entreprise Divine aussi le bon niveau de vie des gens devient l'objectif de cette entreprise moralement responsable de l'usage opérant de ces ressources. Ceci implique logiquement : l'éradication de la pauvreté et la couverture des besoins fondamentaux d'une personne tels que un emploi à plein temps, et que les ressources économiques disponibles atteignent le niveau nécessaire à la valorisation du niveau de vie. De plus, les causes de l'apparition du chômage ou d'une inflation économique peuvent être évitées. Ainsi le rôle de l'Etat dans une société Musulmane (et pas nécessairement un Etat Musulman) doit automatiquement prendre en compte l'éradication de la pauvreté et garantir une justice sociale et économique grâce à une redistribution équitable des revenus (Chapra, 1980). Ceci met en place le canevas au sein du quel le gouvernement doit agir afin d'atteindre des objectifs (musulmans, religieux) sans que l'Etat ne soit confiné dans l'utilisation exclusive des outils religieux (musulman). La perception d'une société saine et du 'comment bien vivre ensemble' est une partie constitutive de la religion et de fait lui donne un caractère politique. Si la Religion possède un caractère politique, elle est immanquablement responsable des procédés de développement et d'éradication de la misère dans les pays concernés.
En conclusion, l'existence significative de la Religion dans la vie des gens, dans les pays en voie de développement ou développés, exige la conduite d'études approfondies qui reconsidèrent le postulat selon lequel la sécularisation est une évolution universelle, désirable et irréversible. Car la religion influence les questionnements sur la vie et le monde ; des études sont donc nécessaires pour faire participer les croyants à l'évolution de la réalité sociale, politique et économique d'un pays à la lueur de leur propre croyance.

On Faith and Development
Indeed, there are different viewpoints calling for secularizing states, governance, and political parties, and consequently involving development in that argument. In this article, the focus is merely on faith and development, faith to be defined as ‘the human trust or belief in a transcendent reality’, and religion refers to ‘the institutionalized system of beliefs and practices concerning the supernatural realm’ (Lunn, 2009). One could relate between those calls and long-standing secularization theories.

Well, secularization theories – largely based on Durkheim and Weber – advocate for modernization and instill a correlation between modernization and secularization. In other words, they argued that in order to modernize you have to secularize. Despite the fact that the rational was to abandon the religious base for decision-making process and replace it with rationality, religions have not disappeared from the public space in either the developing or the developed worlds. Hence, leading us to think of the secularization theory as a myth and, therefore, to question it. In practice, the field witnesses groups that sustain certain belief systems by facilitating social interactions among like-minded people that could be called Faith Based Organizations (FBOs) for instance. Those organizations are embedded within societies through their work and assistance of the poor and the underprivileged long before the categorization of these kinds of activities into a branch of international development as an academic and political discipline (Ayling, 2013). For illustration, across the Islamic world, a system of an endowment of movable or immovable property offered by donors to undertake long-term development work has been established; most public services and great architecture were financed and maintained for centuries through the Waqf system. In many of the Arab and Muslim countries the Awqaf (plural of Waqf) reached over one third of the size of the agrarian lands and other properties. During Mohamed Ali’s rule in the early 19th century, 600,000 out of 2.5 Million acres were agrarian Awqaf land. These large investments in the social sector were very successful in transforming the society and empowering the poor. Education, which was only supported by Awqaf up until the 19th century in most of the Arab and Muslim countries, enabled the poorer segments of the society to move up the economic ladder to improve their livelihoods (Hossam El Din, 2012). Nowadays – conversely – with the ascent of secular enlightened thinkers, these organizations have been perceived with mounting skepticism due to the religious elements they bring to material assistance when provided to poorer segments of society. Skeptics argue that religion is a tool that the elites used to oppress and control the less educated. Croyances et développement
Diverses opinions réclament la sécularisation des Etats, de la gouvernance et des partis politiques y associant de fait l'aide au développement. Cet article met l'accent essentiellement sur les croyances et le développement en s'appuyant sur cette définition de la foi "la conviction et la croyance en l'existence d'une réalité transcendante" et de la religion "un système institutionnalisé de croyances et de pratiques en rapport direct avec le domaine du sacré" (Lunn 2009).
Or les théories de sécularisation - principalement fondés sur les travaux de Durkheim et Weber - défendent la modernisation et insinuent une corrélation entre modernisation et sécularisation. Comme si la sécularisation était une cause nécessaire à la modernisation. Bien que le principe rationnel conduise à abandonner les fondements religieux afin de soutenir le processus de prise de décision, les religions n'ont pas disparu de la sphère publique dans les pays développés ou en voie de développement. Ainsi nous sommes tentés de penser que la théorie de sécularisation est un mythe que l'on peut questionner. Sur le terrain on voit des groupes défendre des croyances en privilégiant les interactions de gens qui partagent les mêmes opinions religieuses, ce sont des FBO's (Faith Based Organization = Organisation Confessionnelle). Ces organisations se sont implantées grâce à leurs efforts d'aide aux pauvres et aux démunis bien avant que ces actions ne s'inscrivent dans la conception de développement à un niveau international en tant que discipline conventionnelle et politique  (Ayling, 2013). Prenons exemple dans le monde musulman, le système de dotation des biens meubles ou immeubles, offerte par des donneurs pour garantir le développement à long terme, est établi ; les services publics ont été financés et maintenus en place au cours des sicèles dernier par ce système Waqf. Dans de nombreux pays arabes et musulmans, le Awqaf (au pluriel Waqf) est parvenu à l'exploitation d'un tiers des terres agricoles et autres propriétés. Au cours du règne de Muhammad Ali au début du 19ème siècle, 600 000 arpents sur les 2,5 millions arpents de terres agraires étaient Awqaf. Ces importants investissements dans le secteur sociale ont permis une transformation profitable à la société et aux plus démunis. L'éducation, principalement soutenue par le système Awqaf jusqu'au 19ème siècle dans les pays arabes et musulmans, a permis à certaines classes sociales défavorisées d'atteindre un meilleur niveau sur l'échelle économique améliorant ainsi leur niveau de vie  (Hossam El Din, 2012). De nos jours, inversement, avec l'arrivée de penseurs laïcs, ces organisations sont perçues avec un certain scepticisme dû aux éléments religieux qu'ils canalisent en prodiguant leur aide aux défavorisés. Les sceptiques affirment que la religion est un outil que les élites utilisent pour soumettre et contrôler ceux qui n'ont pas été éduqués. Cependant la religion transmet des valeur de conception du monde, et ce faisant doit être prise en compte dans les études sur l'aide au développement, afin de mobiliser au gré de leur conviction les croyants pour trouver les interprétations des réalité sociales, économiques et politiques de leurs pays.

Tutarlık - Maddi ve maddi olmayan duran - toprak imtiyazı - hukuk ve örfi hukuk

One of Daniel de Coppet's best known pieces on land tenure -- and he referred to land tenure as an engrossing topic to which he had devoted himself for many years -- is also a homage to the paramount chief and leader of the Marching Rule movement, who died not long after dictating a detailed text on the subject.  In the text de Coppet finds a vindication of much of his thinking about holistic societies.  Or rather, it is his analysis that makes the account holistic, for this is where he insisted that the anthropologist's contribution lay. So what would seem on the face of it a contradictory position between a cosmic view of land and, in his words, the individual's point of view is resolved through the concept of encompassment.  That analytical term describes the enduring relationship between values found at different levels.  He puts it clearly (de Coppet 1985: 88): 'the individual's point of view appears here as encompassed by the global value level, that of the society as a whole'.   Insofar as he discerns this an encompassment of the contrary, the superior value level corresponding to the totality of the presence of land that subsumes its partitioning among individuals, the relationship takes a hierarchical form. 
Inspired by the paramount chief's formula that led him to this point (land owns people before people own the land) and in total agreement with de Coppet about not dismantling societies by  'our own' categories (1985: 78), the study also took me off in a rather different direction.  Leaving aside the question of hierarchy and level, and give what might be an inflexion from the part of Papua New Guinea, and found myself flattening the statement into something closer to an analogy : the land owns people just as people own the land.                 
I infer that even where people are intensely interested in land they are creating spaces of action and interaction that it is useful to think of in a non-representational way.   In the Melanesian case, we are assisted in this by focusing on the resources that land produces, its fruits and crops and other living things. However the focus requires an epistemological leap on the part of the Euro-American observer: to imagining produce as a form that land takes.  It makes sense to talk of land taking that form insofar as the produce can be understood as an extension of the land and land as an extension of the produce.  Ownership and  belonging are often the substance of rights and claims, and therefore the study on land rights.

Aliki Nono'ohimae Eerehau, paramount chief of the 'Are'are people of Malaita in the Solomon Islands, gave Daniel de Coppet a long speech explaining the different rules of Melanesian land tenure.  'The land owns men and women; they are there to take care of the land'.  This is an appeal of an almost planetary order. Here land appears enlarged beyond any particular claims on it.  Marilyn Strathern, The tangible and intangible in "La Cohérence" - André Itéanu recueil d'articles.  

Un des travaux les plus connus de Daniel de Coppet à propos des droits fonciers - ces derniers faisaient partie d'un travail considérable auquel il a consacré de nombreuses années - est aussi un hommage rendu au chef suprême et dirigeant du mouvement Maasina Ruru (Marching Rule) décédé peu de temps après avoir dicté un texte détaillé sur le sujet. Ce texte à bien des égards produit des arguments proches de sa conception des sociétés holistiques. Ou plutôt son analyse rend compte de cette exigence holistique, car c'est bien cela la fondation de la contribution anthropologique. Aussi ce qui pourrait paraître comme une position contradictoire entre l'interprétation cosmique de la distribution des terres ou, tel qu'il le disait, le point de vue individualiste, se résoud grâce à cette réalisation. Ce terme analytique décrit la relation entre des valeurs que l'on trouve à différents niveaux. Il dit clairement (de Coppet 1985: 88): le point de vue de l'individu appraît ici enserré dans un niveau de valeur plus global, celui de la société en tant qu'un 'tout'. Dans la mesure où il distingue cette inclusion du contraire, le niveau supérieur de valeur correspond à la totalité de la présence de terres auquelle se soustrait sa partition parmi les différents individus, la relation entre les différentes valeurs prend alors une forme hiérarchique.
Inspiré par les paroles du chef suprême qui l'ont conduit à cette réflexion :"les gens appartiennent à la terre avant que la terre ne leur appartienne" et en parfait accord avec De Coppet sur le fait de ne pas démanteler les sociétés en vertu de nos propres modèles, cette étude m'a conduit dans une direction quelque peu différente. Mettons de côté la question de hiérarchie et de niveau et donnons ce qui serait une légère inflexion en ce qui concerne la Papouasie Nouvelle-Guinée  et trouvons l'altération de cette affirmation dans cette analogie : les gens appartiennent à la terre autant que la terre appartient aux gens.
J'en déduis que lorsque les gens sont profondément concernés par la terre, ils crééent des espaces d'action et d'interaction qu'il est nécessaire de se représenter de manière non-figurative. Dans le cas Mélanésien nous portons notre attention sur les ressources offertes par la terre, les fruits, mégumes, cultures et toutes choses vivantes. Cependant ce point particulier demande de faire un écart de réflexion de la part des occidentaux : imaginer 'produire' comme 'la forme' que la terre prend. Il convient pieux de parler de la forme que va prendre la terre puisque la production doit se comprendre comme une extension de la terre et la terre comme une extension de la production (N. d T. extension ici comme le prolongement). Propriété et appartenance sont souvent la substance des droits et réclamations d'où cette étude sur les droits fonciers.
Aliki Nono'ohimae Eerehau, chef suprême des Are'are de Malaita des îles Salomons a donné un long discours à Daniel de Coppet à propos des diverses obligations des droits fonciers en Mélanésie. "Les hommes et les femmes appartiennent à la terre; ils sont ici pour prendre soin de la terre." C'est un appel d'ordre planétaire. Ici la terre paraît s'étendre au-delà de toutes créances.
