My name is Benny Wenda, I am a West Papuan independence leader and chairman of the Koteka Tribal Assembly. My village was bombed by Indonesia when I was a child and many of my family were killed. Later, I began to campaign peacefully to free my people. For this 'crime' I was arrested, tortured and threatened with death. I managed to escape to Britain, where I now live in exile. Many of my people are still suffering. They have been killed, raped and tortured. Life is hard for them. All we are asking for is the freedoms that you enjoy every day - the freedom to speak your mind, to live without fear and to choose your own government. Please hear my peoples' cry for help. Je m’appelle Benny Wenda, je suis le leader du mouvement pour l’indépendance de la Papouasie de l’ouest et le président de l’Assemblée Tribale de Koteka. The 2nd Roma Pavilion – "Call the Witness" is an interdisciplinary collaboration that aims at fostering, producing and presenting contemporary and new media art by Roma artists from different regions and cultures. At the core of the project lies the concept of the contemporary artist as an instantaneous witness of his/her time who is not a passive viewer but rather acts as an active participant in solidarity with the events and people that provoked his/her art work. Such a phenomenon, wherein art becomes a potential agent of social makeover, acquires a completely new prospect in this period of digitalisation and globalisation, and may greatly affect Roma communities.

We issue a "Call for Witnesses" to bring to light testimonies and statements from artists and researchers that will raise awareness of the different situations of Roma communities throughout the world, ranging from displacement and discrimination to successful emancipatory processes. The question: who has control over the means of representation and has the power to promote the dominant cultural and moral values concerning Roma communities provoked us to put emphasis on new media art as an available means for self-presentation and self-reflection. ]…]

La seconde exposition d’art Rome – ‘Appel à Témoins’ reposera sur une collaboration interdisciplinaire visant à promouvoir, produire et présenter des œuvres d’art contemporain et des nouveaux médias d’artistes romes de différentes régions. Au centre du projet, le concept de témoignage instantané de l’artiste contemporain de son temps qui, loin d’être un spectateur passif, agit en tant que participant actif des évènements et en relation avec les personnes qui l’ont inspiré. Une telle conception, où l’art devient un agent potentiel de mutation sociale, se place dans une perspective extrêmement nouvelle au sein de l’ère de digitalisation et de globalisation qui pourrait considérablement influencer les communautés romes.

Nous exposons ‘Appel à Témoins’ afin de mettre en lumière des témoignages et des déclarations d’artistes et de chercheurs qui éclairciront les différentes situations des communautés Romes dans le monde en partant de leur déplacements forcés et des discriminations pour arriver à des dynamiques d’émancipation réussie. La question : qui a le contrôle sur l’expression de la parole et le pouvoir d’encourager les valeurs culturelles et morales dominantes des communautés romes ? Allegations of religious bias are being leveled against a notable federal body: the one responsible for monitoring international religious freedom.

Some past commissioners, staff and former staff of the U.S. Commission on International Religious Freedom say the agency charged with advising the president and Congress is rife, behind-the-scenes, with ideology and tribalism, with commissioners focusing on pet projects that are often based on their own religious background. In particular, they say an anti-Muslim bias runs through the commission's work-- a charge denied by its chairman,Leonard Leo.

"I don't know of any other organization who defends as many Muslims in the world as we do," said Leo, who was appointed to the commission by President George W. Bush in 2007. Nevertheless, the commission was hit this fall with an Equal Employment Opportunity Commission complaint filed by a former policy analyst, Safiya Ghori-Ahmad, who alleges that her contract was canceled because of her Muslim faith and her affiliation with a Muslim advocacy group.

The commission's six researchers signed a letter unsuccessfully urging their bosses to keep Ghori-Ahmad because of what they described as her strong résumé and the need for an analyst to cover the key region of South Asia. One researcher, Bridget Kustin, quit in protest, saying in her resignation letter that she would not "remain part of an organization that would be willing to engage in such discrimination."

Rumors about infighting and ineffectiveness have swirled for years around the commission, which was created by Congress in 1998 as part of the International Religious Freedom Act. The legislation, which was signed into law by President Bill Clinton, was championed primarily by Christian groups, along with people of Jewish, Bahai and other faiths, to get the government to pay more attention to religious persecution overseas and be an advocate for religious freedom in its foreign policy. The commission's nine members, who are appointed by the president and congressional leaders of both parties, include two Catholics, two evangelical Protestants, one Southern Baptist, one Orthodox Christian, one Jew and one Muslim, with one vacancy. Their $4.3 million budget is used to research religious discrimination abroad, take fact-finding trips, hold public hearings, write an annual report, make policy recommendations and put out news releases.

Des soupçons de prise de position favorisant ou défavorisant certains cultes ont été émis à l’encontre d’une importante institution fédérale responsable du contrôle international de la liberté de culte. D’anciens commissaires, employés de la Commission Internationale de Liberté de Culte des Etats-Unis (US Commission on International Religious Freedom) affirment que la commission chargée d’informer le Président et le Congress sanctionne en coulisses l’idéologie de type tribal, soutenu par des commissaires qui privilégient les projets émanant la plupart du temps de leur propre conviction religieuse. Particulièrement les préjugés islamophobes se multiplient dans les travaux de la Commission – accusation réfutée par son président, Leonard Leo.

« Je ne connais aucune autre organisation qui défende autant de musulmans dans le monde que ce que nous faisons » dit Leo, chargé de la présidence de la commission par le président George W. Bush en 2007.Or, le bureau était incriminé cette automne par la Commission d’Egalité des Chances à l’Emploi (Equal Employment Opportunity Commission) suite à la plainte d’une ancienne spécialiste en politique, Safiya Ghori-Ahmad, qui affirmait que la rupture de son contrat venait du fait de son appartenance à la religion musulmane et à un cabinet d’avocats musulmans.

Un des chercheurs, Bridget Kustin, démissionnait en protestant et écrivant dans sa lettre qu’elle ne « voulait plus poursuivre son action pour une organisation qui s’engageait sur la voie d’une telle discrimination. »

Des rumeurs de querelles internes et d’incompétences secouent la commission depuis des années, commission constituée en 1998 par le Congrès, rattachée à la Loi Internationale de Liberté de Culte (International Religious Freedom Act). La loi, dont le Président Bill Clinton a signé le décret, était défendue préalablement par des groupes chrétiens accompagnés de gens de croyances diverses, juives, bahai et autres pour conduire le gouvernement à accorder plus d’attention aux discriminations d’ordre religieux à l’étranger et à devenir un défenseur de la liberté des cultes dans sa politique étrangère. Au sein de la commission, neuf membres sont désignés par le Président et les dirigeants des deux partis du Congrès dont deux catholiques, deux protestants évangéliques, un baptiste, un chrétien orthodoxe, un juif et un musulman, et un poste vacant. Le budget de 4,3 millions de dollars est utilisé pour faire des recherches sur les discriminations d’ordre religieux à l’étranger, pour les voyages des missions d’enquêtes, la rédaction des rapports annuels, la constitution de suggestions politiques et le développement de nouveaux projets.

God gave rock'n'roll to you! So US rock band Kiss chanted in the early 90s, a cover of the original song by British group Argent. My relationship with this "divine" gift started early. At 12, I riffled through my brother's vinyl collection and emerged a fan of U2, Faith No More and Led Zeppelin.

Recently, aged 31, I set out in my coolest headscarf to see the best live band in the world: Muse, on their Resistance Tour. I looked around, but spotted not one of my species – an "undercover Muse-lim", as one friend dubs me. But there are others.

Shabana, a solicitor and mother of three, has listened to rock music for as long as she has worn a headscarf. She has dragged her husband to a Jon Bon Jovi gig; her son has taken up electric guitar. "People are always surprised to find out about my rock collection," she says. "They take one look at my headscarf and assume I'll be into choir music!" I know the feeling.

So does Arub, an architecture student and Kerrang! subscriber, who says that she and nearly all her hijab-wearing friends would rather listen to Linkin Park than shallow pop. "Rock appeals because it rebels against the norm, it sells on the angst of not belonging – something women in hijab relate to," she says. "It's the natural choice for a hijabi."

Arub's words strike a chord. When, at 18, I decided to wear a headscarf, some friends said I would belong even less to a country where I was born, bred and buttered. But being in a minority can give confidence: I was surer of my identity and even of my Britishness. I feel the relevance of rock instinctively as lyrics from my album collection pulsate in my head: "I will never know myself until I do this on my own . . . I will break away, I'll find myself today"; "Don't be afraid of what your mind conceives /Stand up for what you believe."

The call of rebellion, the claim for independence: there is an affinity between rock music and those like me, Shabana and Arub – women secure in both their faith and music taste.

Dieu vous a donné le rock’n roll ! Ces paroles étaient scandées par le groupe américain Kiss au début des années ’90, une reprise de la chanson originale du groupe anglais Argent. J’établissais très tôt un lien avec ce cadeau ‘divin’. A 12 ans, je fouillais dans la collection de vinyls de mon frère et devenait fan de U2, Faith No More et Led Zeppelin.

Récemment à 31 ans, j’ai mis mon foulard le plus cool pour aller voir le meilleur groupe sur scène au monde : Muse, pour leur tournée Resistance Tour. Je regardais autour de moi et ne trouvais personne de mon espèce. Une ‘muse-ulmane’ sous couvert, comme un de mes amis me surnomme. Mais il y en a d’autres.

Shabana, une notaire mère de trois enfants écoute de la musique rock depuis au moins aussi longtemps qu’elle porte un foulard. Elle a traîné son mari au concert de Bon Jovi ; son fils a une guitare électrique. « Les gens sont toujours surpris de voir ma collection d’albums rock, » dit-elle. « ils regardent mon foulard et se disent que je fais partie d’une chorale ! » Je connais ce sentiment.

Tout comme Arub, une architecte abonnée au Kerrang ! qui dit qu’elle et toutes ses amies portant le hijab écoutent volontiers Linking Park plutôt que du rock douceâtre. « Le rock nous attire car il se révolte contre les normes, il vend sur l’angoisse de n’appartenir à personne – une chose à laquelle les femmes en foulard sont liées, » dit-elle « C’est un choix naturel pour une femme avec un hijab. »

Les paroles d’Arub touchent la corde sensible. Quand à 18 ans, je décidais de porter le foulard, certains de mes amis disaient que j’appartiendrai un peu moins à ce pays où je suis née, éduquée et nourrie. Mais être une minorité peut donner de la confiance en soi : j’étais certaine de mon identité et plus encore d’être britannique. Je ressens instinctivement la pertinence des paroles du rock quand elles vibrent dans ma tête « je ne saurai jamais qui je suis tant que je ne l’aurai pas fait moi-même…Je m’évaderai, je me trouverai aujourd’hui » ; « N’ai pas peur de ce que ton esprit cache/Assume ce en quoi tu crois. »

L’appel à la révolte, la demande d’indépendance : il y a une affinité entre la musique rock et les femmes comme moi, Shabana et Arub – des femmes confiantes dans leur destin et leur goût musical.

Sorcerer ‘s tales haunt Port Vila

A man is dead, three men are held in custody and Police and community leaders in one of Port Vila’s suburbs are on the

look out for sorcerers who have allegedly preyed on people until a recent confession made by a 19-year-old young man that the claims are true.

As rain continued to pour ceaselessly the scheduled meeting over the contentious reports of a “blood drinking” cult entwined with sorcery in Manples was postponed yesterday.

The story of vampires is truly the story of the month in Vanuatu’s capital today; it is every where- on the buses, on the streets, in the nakamals, at work, church and at home and each version seemingly more horrifying than the next.

A senior Police investigator informed the DP that Police have remanded three people and the Police informant was released back home for protection measures.

Following the revelations of this young informant on break-ins in the Capital and ‘nakaemas’, Police have checked the households he said they raided. Police have already retrieved 2/3s of the stolen goods and after cross checking the goods were returned to their rightful owners, which the informant had correctly identified.

In addition Police have checked these houses for physical signs of forced entry for break-ins but there were none and that leaves no rational explanation of how these people entered the house and stole the goods.

According to Police investigators if they could establish the use of supernatural forces to enter locked premises then perhaps it could also be established that sorcerers use such forces to take the lives of others. But it is going to be very difficult to establish this and that is something many people know and are afraid of.

The Vanuatu legislation acknowledges sorcery exists, as the Penal Code [CAP 135] section 151 states: “No person shall practice witchcraft or sorcery with intent to cause harm or detriment to any other person.”

A few cases of sorcery have made their way to the courts but only one has ever reached the Supreme Court. This is the case where seven men used black magic or sorcery to kill a young girl in Wala Rano, Malekula on December 1995 and were found guilty by the Supreme Court six years later on December 2001.

But the case was quashed and the men walked away free after an Appeal Court over threw the sentence on lack of physical evidence.

A community leader clarified that the meeting on Sunday was postponed so as to avoid any interference with police investigation because some suspects are held by Police and the case is ‘very sensitive.’

Meanwhile tension and fear is growing with residents around the area of Manples. Reports reaching the Post said two men have been assaulted on the belief that they have ‘posen’ and were part of this cult. The most recent was on Friday where a young man from Malekula was returning back from work and going home where he lived uphill in the Tamalas area.

He was stopped, his hands tied and dragged down and beaten up near the Kaweriki church compound.

Nakaemas, Sorcery, Black Magic, Posen or whatever name you may call it is unwanted but the reality is it plays a fundamental role in the Melanesian society.

In the days of great grandfathers and grandfathers of the present Vanuatu generations, chiefs use it as a measure of social control to maintain peace and order.

Along the way this element which many people believed is embedded in the cultural heritage, was exchanged and fell into the hands of some people who use it for other means than for the purpose it was designed to serve.

La pluie incessante a reporté à hier la rencontre à propos des rapports litigieux du culte de ‘boire du sang’ mêlés à la sorcellerie à Manples.

L’histoire des vampires est réellement l’histoire du mois dans la capitale des Vanuatu ; on la retrouve partout, dans les bus, dans les rues, dans les nakamals, au travail, à l’église et à la maison, chaque version plus terrifiante que la précédente.]…]

Selon les enquêteurs de police, si l’utilisation de forces surnaturelles pour entrer dans des endroits fermés à clé pouvait être établie, alors on pouvait également établir que les sorciers utilisent de telles forces pour prendre la vie des gens. Mais ces faits sont difficiles à prouver, les gens le savent et ont pour cette raison très peur.La législation des Vanuatu reconnaît l’existence de la sorcellerie, le Code Pénal [CAP 135] paragraphe 151 déclare : « Personne ne doit avoir recours à la sorcellerie pour nuire ou porter atteinte à autrui. »

Quelques cas de sorcellerie ont déjà été traduits devant la justice dont un seulement est parvenu jusqu’à la cour suprême. Dans ce cas sept hommes ont fait appel à la magie noire ou à la sorcellerie dans le meurtre d’une jeune fille de Wala Rano, Malekula en décembre 1995, ils ont été reconnus coupables par la cour suprême six ans plus tard en décembre 2001. Mais le jugement était annulé par la cour d’appel par manque de preuves évidentes et les hommes furent libérés.]…]

Nakaemas, sorcellerie, magie noire, mascarade, quelque soit le nom qu’on leur donne, la réalité est que ces phénomènes jouent un rôle important dans la société mélanésienne. Du temps des arrière grands-parents, des grands-parents des générations actuelles des Vanuatu, les chefs utilisaient ces faits comme une mesure de contrôle social afin de préserver la paix et l’ordre.

Bulgaria to open dam, releasing more floodwater into Edirne

Bulgaria on Monday warned residents of the Turkish city of Edirne that it would open the floodgates on the Meriç rivers to relieve flooding in Bulgarian towns near the border.

Recent heavy rainfall has led the Bulgarian government to release water from a dam on its side of the border. The government announced it would open the floodgates at 8 p.m. Monday.

Up to two times more water than what has already fallen is expected to flow into Edirne when the floodgates are opened. La Bulgarie a prévenu les résidents de la ville turque Edirne qu’elle ouvrirait les écluses sur la rivère Meriç afin de délivrer les villes bulgares des inondations près de la frontière.

De récentes fortes averses de pluie ont conduit le gouvernement bulgare à soulager la digue située de son côté de la frontière. Le gouvernement a annoncé l’ouverture des écluses pour lundi à 20 heures.

Deux fois plus de volume d’eau qu’il n’est déjà tombé est attendu à Edirne avec l’ouverture des écluses. Les rivières Meriç et Arda sont en crue et la rivière Tunca en est presque au même point.

Exhibition: "Why?"

In autumn 2009, the Roma Civil Rights Foundation invited entries for an open press photo competition for photographers who had documented last year's brutal attacks against Roma in Hungary. The Holocaust Memorial Center is currently hosting an exhibition of the 30 best works submitted. This exhibition pays tribute to the Roma victims of neo-fascism and also protests against the widening support for radical ideologies and violence.

A l’automne 2009 la Fondation des Droits Civils des Romes invitait à participer au concours, les photographes de presse qui avaient documenté les brutales attaques contre les Romes en Hongrie l'année dernière. Le Centre Mémorial de l’Holocauste abrite actuellement une exposition des trente meilleurs travaux sélectionnés. Cette exposition rend hommage aux victimes Romes du néofascisme tout en protestant contre le soutien accru aux idéologies radicales et à la violence.

Banning the burqa

Eight months ago (and 10 months before regional elections were due to be held all over the country), French President Nicolas Sarkozy raised a vital issue before the French parliament. Not the financial meltdown that was undermining the world’s economies, or the threat of climate change, or even the rash of bike thefts in Paris. He wanted to ban the burqa.

"The problem of the burqa is not a religious problem,” he told French legislators in June of last year. “This is an issue of a woman's freedom and dignity. This is not a religious symbol. It is a sign of subservience. ... I want to say solemnly, the burqa is not welcome in France." The next day parliament created a 32-member cross-party committee to investigate whether wearing the burqa violates the principles of the French constitution.

The burqa is a shroud-like full-body covering worn in public by some Muslim women who take (or whose husbands or fathers take) an extremely conservative view on the need for female “modesty.” The wearer sees the world only through a narrow grill of cotton threads sewn into the front of the garment, or, in the case of the variant called the niqab, through an open slit that reveals only the eyes.

The parliamentary committee discussed the issue of the burqa for six months, and delivered its conclusions two weeks ago. It did not propose to ban the burqa entirely, but recommended that women wearing burqas be forbidden to enter schools, hospitals, and government offices or to use public transportation. Thus a bus-driver, for example, could refuse to let a burqa-clad woman board the bus to collect her children from school.

What useful purpose could such a law serve? Some of the women wearing burqas presumably do so of their own free will, while others are forced to do so by their male relatives. An anti-burqa law would violate the rights of the first group, and increase the likelihood that the second group will be entirely confined to their homes.

The French parliament cannot move fast enough to pass such a law before the regional elections are held in March, but the committee’s report ensures that an ugly debate about immigrants will be raging during the election campaign. It is part of the same disturbing trend in Europe that saw Swiss voters ban minarets in a referendum last year, and Dutch legislators vote in favor of banning the burqa in 2005. (The Dutch government lost an election before a law was passed.)

It is estimated that between 3 and 6 million (5 to 10 percent) of France’s 64 million people are Muslims. It is also estimated that only 1,900 women in France wear burqas, mostly in the immigrant suburbs around Paris and other big French cities. That is less than one Muslim woman in a thousand.

This is not really about burqas (which almost half of the French population say that they never see). It is about mobilizing right-wing voters – and to energize them even more, Sarkozy declared a “great debate” on French identity last November. His motives are cynical and his methods are manipulative – but since he has raised the issue, what about it? Is wearing a burqa compatible with being the citizen of a modern democracy?

If you have not been accustomed to it since childhood, there is unquestionably something disturbing about encountering masked people (for that is what the burqa and niqab produce) in a public space. The wearers’ gender and your own common sense will tell you that they are not dangerous people, but they are and will remain apart, almost alien, rejecting the common society that everyone else shares.

That is not ideal, but it must be tolerated in societies that accept and embrace every other kind of diversity. Fadela Amara, a Muslim-born women's rights campaigner and a minister in Sarkozy’s government, has called the burqa “a kind of tomb for women,” but she has no right to impose her view on those who freely choose to wear it.

That does not take account of the other women (probably a majority) who wear it only in obedience to their men, but this is not a matter on which legislation can be effective. Ban the burqa, and those women will simply become full-time prisoners in their own houses. Besides, Sarkozy is not really trying to free those women. He is just trying to win the regional elections by stirring up anti-Muslim feeling.

Il y a 8 mois (10 mois avant les élections législatives du mois de mars dans tout le pays), le président français Nicolas Sarkozy a soumis une proposition de loi vitale au parlement français. Pas à propos de la débâcle financière qui déstabilise l’économie mondiale, ni de la menace du changement climatique, ni même à propos des imprudences routières des bicyclettes dans la ville de Paris. Il voulait interdire la burqa.

« Le problème de la burqa n’est pas un problème religieux » affirmait-il aux législateurs français en juin dernier. « C’est un problème concernant la liberté et la dignité de la femme. Ce n’est pas un symbole religieux. C’est un signe de soumission…Je dis solennellement, la burqa n’est pas bienvenue en France. » Le lendemain, le parlement instaurait un comité de 32 membres composé des différents partis politiques chargé de vérifier si le port de la burqa ne violait pas certains principes de la constitution française.]…] Après six mois de discussion sur la burqa, le comité remettait ses conclusions il y a deux semaines. Le port de la burqa ne sera pas totalement interdit, mais les femmes portant la burqa seront interdites d’accès aux écoles, hôpitaux, services administratifs et d’utilisation des transports publics. Ainsi, un chauffeur de bus peut en refuser l’accès à une femme vêtue de burqa quand elle va chercher ses enfants à l’école.

Alors à quoi sert réellement cette loi ? Le port de la burqa pour certaines femmes relève de leur propre volonté, alors que d’autres obéissent aux hommes de leur famille. Une loi anti-burqa violerait les droits du premier groupe et renforcerait probablement le confinement des autres dans leurs foyers. La même tendance inquiétante atteint l’Europe avec notamment le référendum sur la présence des minarets dans le paysage suisse l’année dernière et en 2005 le parlement néerlandais votait en faveur de l’interdiction de la burqa. (le gouvernement néerlandais perdait les élections avant le vote de cette loi).]…]Sarkozy ouvrait le grand débat sur « l’identité nationale » en novembre dernier. Les motivations sont cyniques et ses méthodes manipulatrices – mais que s’est-il passé depuis qu’il a soulevé la question ? Le port de la burqa est-il compatible avec la citoyenneté d’une démocratie moderne ?

]…]Ce n’est peut-être pas l’idéal mais les sociétés qui acceptent et adoptent toute autre sorte de diversité doivent tolérer ce fait là. Fadela Amara combattante pour les droits des femmes et membre du gouvernement de Sarkozy parle de la burqa comme « d’une tombe pour les femmes » mais elle n’a pas le droit d’imposer son point de vue aux femmes qui la choisissent librement.

Ceci ne prend pas en compte les autres femmes (sans doute une majorité) qui portent la burqa par obéissance à leurs maris, mais ce n’est pas une question qui doit se régler par la législation. Avec l’interdiction du port de la burqa, ces femmes deviendront des prisonnières dans leurs propres foyers. Par ailleurs, Sarkozy ne se préoccupe pas vraiment de la liberté de ces femmes.
