Concentration or complementarity of Human Rights and HIL (Humanitarian International Law) in crisis and conflicts situations.

The mechanisms for implementing international humanitarian law are much less developed that those applying to human rights. Nonetheless there is a certain overlap between the two bodies of law. The article describes this overlap and analyses the consequences from a legal perspective as far as the implementation is concerned. The cumulative application of human rights and international humanitarian law inevitably raises the question about their reciprocal relationship. The International Court of Justice has given its answer by recognizing the primacy of international humanitarian law over human rights law in armed conflicts, thereby characterising the former as lex specialis. The scrutiny of the decisions of the European Court of Human Rights, the Inter-American Commission as well as the Intern-American Court of Human Rights reveals also the tendency to privilege international humanitarian law. Even if the practice of these institutions of human rights is limited, they nevertheless have opened additional possibilities to the limited international means available to force the parties to armed conflicts to respect international humanitarian law. This shows the practical and useful convergence between human rights law and International humanitarian law.

Experience tellls us that, mainly in times of war or following a public danger that treatens the Nation, the result often shows serious human rights violations up to mass executions. Therefore the control of respect for human right sis of particulary importance. This also raises the question of cumulative application of human rights and International Humanitarian Law (IHL) and thus Gasser is arguing against a « concentration of the two bodies of international law ». Some obligations under the agreements of human rights remain in force in armed conflicts. This circomstance does not reach a unanimous agreement, in practice and within the doctrine. The ICRC (International Committee of the Red Cross) and authors on this subject quite reservedly approach the subject with regard to the theory of complementarity. This approach therefore sees both bodies of human right law and IHL not as identical but rather as two distinct bodies of which complement one another. Hans-Joachim Heintze

Recoupement de la protection des droits de l’Homme et du droit international humanitaire (DIH) dans les situations de crise et de conflit
Les mécanismes de la mise en œuvre du droit international humanitaire sont beaucoup moins développés que ceux du droit de l’Homme. Néanmoins, il existe un certain chevauchement entre ces deux corps du droit. L’article décrit ce chevauchement et analyse les conséquences du point de vue légal concernant leur mise en œuvre. L’application cumulative des droits de l’Homme et du droit international humanitaire pose inévitablement la question de la relation qu’ils entretiennent. La Cour internationale de justice a répondu à cette question en reconnaissant la primauté du droit international humanitaire vis-à-vis des droits de l’Homme dans les conflits armés, caractérisant ainsi le premier comme lex specialis. L’examination de décisions d’institutions des droits de l’Homme, comme la Commission et la Cour inter-américaine des droits de l’Homme et de la Cour européenne des droits de l’Homme montre une tendance à privilégier le droit international humanitaire. Bien que la pratique de ces institutions des droits de l’Homme soit limitée, elle ouvre des possibilités supplémentaires aux moyens internationaux limités pour faire respecter le droit international humanitaire par les parties aux conflits armés. Ceci démontre la convergence pratique et utile entre les droits de l’Homme et le droit international humanitaire.
L’expérience nous a montré que c’est surtout en temps de guerre ou suite à un autre danger public menaçant la vie de la nation, qu’on aboutit fréquemment à de graves violations des droits de l’Homme pouvant aller jusqu’à des exécutions de masses. C’est pourquoi il est particulièrement important de contrôler le respect des droits de l’Homme dans ce genre de situation. La question de l’application cumulative des droits de l’Homme et du DIH se pose alors et c’est ainsi que Gasser se prononce contre une « confusion des deux corps du droit international » (...) Certaines obligations issues des conventions des droits de l’Homme restent en vigueur en situation de conflits armés. Cette circonstance ne trouve pas un écho unanime, que ce soit dans la pratique ou au sein de la doctrine. C’est avec une certaine retenue que le CICR et certains auteurs abordent le sujet en abondant dans le sens de la théorie de la complémentarité. Cette approche veut ainsi que les corps de droit des droits de l’Homme et du DIH soient non pas identiques, mais se complètent mutuellement et demeurent en fin de compte deux corps distincts. BİR GÖÇ İKİ FARKLI TARİH YAZIMI: ÖZBEKLERİN VE KAZAKLARIN ON BEŞİNCİ YÜZYILDAKİ GÖÇÜ 
Tarih eğitiminin gelecek kuşakları eğitmene kritik bir rolü vardır. Her ulus-devlet vatandaşları için bir ulusal kimlik oluşturma gereğiyle tarih eğitimi verir. SSCB’nin dağılışının ardından Yeni Sovyet İnsanı ortak kimliğinin gözden düşmesiyle, yeni bağımsızlığını kazanan Orta Asya cumhuriyetleri vatandaşları için farklı kimlik arayışlarına yöneldiler. Sovyet döneminde tarihyazımı çizili sınırlar içindeki topraklarla sınırlıydı. Ancak ortak geçmiş günümüz sınırları tarafından sınırlandırılamaz. Kazak ve Özbek halkları içinde bazı kavimler ortaktır, çünkü on beşincei yüzyıldaki kitlesel göçlerle gelmişlerdir. Geçmişlerini nasıl kavradıkları ve bu göçü nasıl değerlendirdikleri bugün inşa etme ihtiyacı duydukları ulusla ilintilidir, ki bu da tarih ders kitaplarında kendini gösterir.  Ders kitapları, görece kapalı bir alanda yer aldıklarından, eğtimle ilgili siyasi gereksinimlerin işaretlerini burada daha açıklıkla çözümlenebilir. Bu nedenle bu çalışma belli bir göç sürecinin Kazakistan ve Özbekistan tarihyazımında nasıl değerlendirildiğini karşılaştırmayı amaçlıyor. Özbekistan günümüz Özbekistan sınırları içindeki uygarlıkların yaptıklarını vurgulamaktadır. Bu çerçevede Timuriler yüceltilmektedir, oysa yüz yıl sonra göç eden “Özbek” kavimleri onları uzaklaştırdılar. Bu çapraşık durum göçer Özbeklere karşı, Özbeklerden önce günümüz Özbekistan’ında yaşayan yerleşik uygarlıkları lehine çözülmüştür. Kazakistan’da bu göç, günümüz siyasi vizyonlarına paralel olarak, göçer Avrasya hanlıklarını yüzeltmek için olumlu olarak değerlendirilmektedir. ONE MIGRATION, TWO DIFFERENT HISTORIOGRAPHIES: THE MIGRATION OF THE UZBEKS AND KAZAKHS IN THE 15TH CENTURY* 
History education has a crucial role in training the future generations. Each nation-state teaches history according to necessities of forming national identities for its citizens. After the dissolution of the USSR, following the fail demise of the common identity, New Soviet Man, newly independent Central Asian states moved to find distinct national identities for their citizens. During the Soviet period the historiography was based on territoriality within the driven borders. The common past, however, cannot be delimited to contemporary borders. Kazakh and Uzbek peoples consist of some similar tribes, because they had arrived as a result of massive migrations in the 15th century. The comprehension of their past and the differences in evaluating this migration is related to their recent needs of constructing a nation, which is manifested in their history textbooks.  Textbooks present a rather secluced sphere, where the signs of political needs on education can be more clearly analyzed. Thus, this study aims to compare the evaluation of a certain migration process in the historiography of Kazakhstan and Uzbekistan through text analysis in history textbooks. Uzbekistan underlines the deeds of settled civilizations in recent Uzbekistan. Here the Temurids are being glorified, although a century later with the migrating “Uzbek” tribes pushed them away. This controversial case is solved against the nomadic Uzbeks, in favor of pre-Uzbek settled civilizations of recent Uzbekistan. In Kazakhstan this migration is evaluated positively in glorifying the legacy of Eurasian nomadic khanates parallel to their modern, political vision for Eurasia.  Yunus Emre GÜRBÜZ

UNE MIGRATION ET DEUX ANALYSES HISTORIOGRAPHIQUES : MIGRATION DES UZBEKS ET DES KAZAKHS AU XVème SIECLE.
L’apprentissage de l’histoire joue un rôle prédominant dans l’enseignement aux générations futures. Chaque Etat-Nation enseigne l’histoire au gré des nécessités de la formation de l’identité nationale de ses citoyens. Après la dissolution de l’Union Soviétique, s’ensuit la disparition de l’identité commune, l’apparition d’un ‘Homme Soviétique Nouveau’ et les états d’Asie Centrale récemment indépendants progressent vers le pouvoir de disposer d’identités nationales distinctes pour leurs citoyens. Au cours de la domination russe, l’histoire s’était construite sur les bases de frontières imposées. Cependant ce passé commun ne se limite pas à ces frontières imposées. Les Kazakhs et les Ouzbeks sont constitués par des tribus diverses qui trouvent leur origine au sein des migrations massives du XVème siècle. La compréhension de leur passé et des différences en vue d’évaluer la migration est liée aux récents besoins de construire une nouvelle Nation qui se manifeste dans les livres d’histoire. La comparaison des analyses d’un processus de migration spécifique dans l’histoire du Kazakhstan et de l’Ouzbékistan s’éclaire à la lecture des textes des ouvrages d’enseignement de l’histoire. L’Ouzbékistan insiste sur les actions des civilisations en place dans le pays récemment. On glorifie les actions des Timourides même si un siècle plus tard la migration Ouzbek les a chassé du pays. Cette analyse, la plus controversée trouve une solution en gommant les populations Ouzbeks nomades au profit des populations pré-Ouzbeks sédentaires du pays. Au Kazakhstan on analyse positivement la migration en insistant sur l’héritage des populations Khanates nomades d’Asie et d’Europe parallèlement à une perspective politique moderne en Eurasie. Construction of the social bond in Popular Iranian Shi’ism

In the present study, I will try to understand the role and the place of the body in the Shi’ite popular religiosity, such as it is detectable in Afzâd, a little village of Kerman region (Iran). Does the body represent an obstacle in the individuals’ spiritual life and in their relation to the divine world or, on the contrary, is it of a great assistance?
In order to bring an answer, I will begin by analysing the place of the body firstly in the villagers’ religious conceptions on Good and Bad, and secondly in their representations of the other world. If the body does not seem to be in itself a source of sin, it is touched by impurity, becoming a potential obstacle in the relation with the divine, and because of that it will be necessary to study all the implications of this notion. Finally, I will study how the body appears as an important mediator, a fact recognizable firstly in the rituals linked with the Imams’ veneration, and more largely, in other many practices which reach their culminant point in the numerous offerings, exchanges and ritual sharing of food. The most expected counterparty is the healing of the body in illness. When it occurs, this miraculous remedy is accompanied by a vision of the Imams that appeares almost all the times in dreams. The importance of bodily contact is clear ; the Imam generally appeares as a luminescent entity which puts its hand on the sick part of the body, pulls on the hand of the sick personn to remove her/him from the dark abyss where she/he is. Regardless the diversity of the ritual, physical contact is at the heart of this healing process. The most often expressed wish in case of disease, is the promise of the sacrifice of animals, sheep most of the time, whose flesh will be circulated among neighbours, poors and others one knows. These distributions of votive food have beneficial effects on both the sick person as well as on those concerned by this distribution who benefit from the holy nature of the sacrfied animal.

In conclusion, the body appears to be in the core of the Shi’ite popular religiosity because it plays an important role in the construction of the link with the divine, who may reflect its role in the construction of the social bond, which is so prominent in the little peasant society studied. Construction du lien social dans le chiisme populaire iranien
À travers cette étude, nous aimerions essayer de comprendre le rôle et la place du corps dans la religiosité populaire chiite, telle qu’elle se manifeste dans un petit village de la région de Kermân, en Iran. Le corps représente-t-il un obstacle dans la vie spirituelle de l’individu et dans la relation qu’il essaie d’établir avec le divin, ou se révèle-t-il au contraire un adjuvant essentiel ?
Pour tenter d’apporter une réponse, nous commencerons par analyser la place tenue par le corps dans les conceptions religieuses des villageois concernant le bien et le mal, puis dans leurs représentations de l’au-delà. Si le corps ne semble pas être en soi générateur du péché, il est cependant marqué par l’impureté, obstacle potentiel dans la relation au divin dont il sera donc nécessaire d’étudier toutes les implications. Dans un dernier temps, nous étudierons comment le corps apparaît même comme un médiateur d’importance, ce qui se  manifeste d’abord dans les rites liés à la vénération des Imâms mais plus largement aussi dans bien des pratiques qui atteignent leur point culminant dans le foisonnement de dons, échanges, et partages rituels de nourriture. La contrepartie le plus souvent attendue est la guérison du corps malade. Celle-ci, lorsqu’elle a lieu, manifeste son aspect miraculeux en s’accompagnant d’une vision des Imams, presque toujours apparue en rêve. L’importance du contact corporel est manifeste ; l’imam apparaît en général sous la forme d’un être lumineux qui vient passer sa main sur la partie malade, tirer par la main la personne d’un sombre gouffre où elle se trouve enfermée. Quelles que soient les variantes, le contact physique est bien au cœur du processus de guérison. Le vœu auquel on a le plus souvent recours en cas de maladie est la promesse du sacrifice d’un animal, mouton le plus souvent, dont la chair sera distribuée aux plus pauvres comme aux voisins et connaissances. Ces distributions de nourriture votive ne sont pas seulement bénéfiques pour la personne désignée par le vœu, mais le sont aussi pour ceux même qui en profitent matériellement en mangeant la chair de l’animal sacrifié.
Au sortir de cette étude, le corps apparaît donc au centre de la religiosité populaire chiite, car il joue un rôle principal dans la construction du lien avec le divin, ce qui est peut-être le reflet de son rôle dans la construction du lien social, si prégnant dans la petite société villageoise étudiée. On the Ush-Kashghar-Srinagar path and Saint Veneration in Xinjiang

Among the Turkic sovereigns of Central Asia, Satûq Bughrâ Khân was the first who embraced Islam. People began to venerate him at his mausoleum immediately after his death until the 16th century. The  mausoleum has been one of the most important pilgrimage destinations in the history of Eastern Turkestan from its Islamization to the present.
The current Ordam-Padishah System (The Oasis of Yangi Hissar) deals with a network of pilgrimage places, known as the Ordam-padishah system, situated in desert east of Yangi-Hissar, an oasis town between Kashgar and Yarkand. The word Ordampadishah is said to refer to Sultân ‘Alî Arslan Khân, a grandson of Satûq Bughrâ Khân of the Qarakhanid dynasty. Ordam-padishah is also the name of the most important and central mazâr in this area. Presently this mazâr is called the Ordam-mazar. This article explores the history of this system using manuscripts and literature in Chagatay, Persian and Chinese while describing the results of fieldwork

We can clearly see how saint veneration continues in Communist China. Then there is a description of the desacralization process of certain mausoleums before and after 1949. In Communist China saint veneration was never deeply persecuted in spite of Marxists and surveillance by the State (excepting the Cultural Revolution). Special attention is devoted to the very popular mausoleum of Ordam in the area of Yengisar since it allows us to understand one dimension of Beijing policy regarding saint veneration and Islam in Xinjiang. I present some “family mausoleums” which continue a Central Asian religious tradition no longer practiced in Western Turkestan in addition to presenting some mausoleums linked to “honor groups” (or holy families), like the Khwâjas. The Afâq Khwâja Sufi Complex in Kashghar can be regarded following the analysis of architecture and urban patterns of oases that can be considered according to the climatic situation and the question of interculturality. The mausoleum of the Sufi king Apaq Khoja (1626-1694) in Kashgar has been the main symbol of Islam and Sufism in Eastern Turkestan since the 17th century. The Chinese have made many changes in architectural representations (survey drawings) of the shrine. Whether or not we can find regular organization in surveys, we can infer whether the Apaq Khoja complex takes its references in Chinese models. These representations reveal a remodeling of building drawings by Chinese authors which perpetuates a Chinese iconographic tradition in books dealing with Islamic Uygur buildings in Xinjiang. There is also a study of symbols legitimizing mausoleums and of major devotional activities. I compare devotional practices in Eastern Turkestan with their equivalents in Western Turkestan and in the rest of the Muslim world e.g., circumambulation (tawwâf), hanging up the rod (tugh), ritual meals, and fumigations. The article also investigates the roles played by the men in charge of the pilgrimage (baqquchi, shâh, supi, jarupkäsh, bakhshi, `ashiq). The last part of the article deals with an analysis of the critics of saint veneration developed by contemporary Uygur intellectuals, more or less linked with the Communists, but whose critique is more inspired by 19th-20th Muslim reformism (Jadidism) than by Marxism. La voie Ush-Kashghar-Srinagar et le Culte des saints au Xinjiang
Satuq Bughra Khân est le premier souverain turk d’Asie centrale qui ait épousé l’islam. Son mausolée est l’objet d’un culte dès sa mort ; c’est au cours du XVIe siècle au plus tard que le défunt est considéré comme un saint. Ce mausolée a toujours été et est encore le principal lieu qui illustre l’histoire du Turkestan oriental depuis son islamisation jusqu'à nos jours.
Le Système de Ordam-Padishah (oasis de Yangi Hissar) est un réseau de lieux de pèlerinage, connu sous le nom générique de système  de Ordam-padishah, qui se trouve situé en plein désert de dunes de sables à l’est de la ville oasis de Yangi-Hissar, entre Kashgar et Yarkand. Le mot Ordam-padishah est supposé faire référence à Sultân ‘Alî Arslan Khân, petit-fils de Satûq Bughrâ Khân de la dynastie qarakhanide. Ordam-padishah est aussi le nom du principal mausolée de cet ensemble. Aujourd’hui il est appelé Ordam-mazar.
On voit que le culte des saints musulmans se maintient dans la Chine communiste. Des opérations de désacralisation ont frappé certains mausolées avant et après 1949. En Chine communiste, le culte des saints, quoique dénoncé par les marxistes et surveillé par les autorités, n’a jamais connu une réelle persécution, à l’exception cependant des exactions commises durant la Révolution culturelle. Une attention particulière est accordée au cas du grand mausolée historique et haut lieu de dévotion populaire de Ordam (région de Yengisar) parce que celui-ci nous permet de comprendre un des aspects de la logique de la politique de Pékin à l’égard du culte des saints en particulier et de l’islam au Xinjiang en général. Sont également étudiées, en raison de leur originalité, des “mausolées de famille » qui perpétuent aujourd’hui encore une tradition religieuse centrasiatique qui s’est perdue en Asie centrale exsoviétique, et des mausolées liées à des « groupes d’honneur » (ou « saintes familles »), comme les khwâjas. Le complexe soufi de Âfâq Khwâja à Kashgar dont l’analyse peut se faire selon deux axes principaux : la situation climatique et la question de l’interculturalité. Le mausolée du roi soufi Apaq Khoja (1626-1694), à Kashgar est, depuis le XVIIe siècle, le principal symbole de l’islam et du soufisme au Turkestan oriental, et sa représentation architecturale chinoise de ce lieu saint divergent. Les changements dans la représentation architecturale entraînent des conséquences graves. Selon que nous trouvons ou non un tracé régulier dans les plans, on peut en conclure que le complexe de Apaq Khoja s’inspire ou non de modèles chinois. Ces représentations révèlent une nouvelle lecture des dessins des bâtiments par les auteurs chinois. L’objectif est de perpétuer une tradition iconographique chinoise dans les livres qui traitent de la construction islamique uygur au Xinjiang Les symboles de légitimité des mausolées et les principaux actes de dévotion du culte des saints sont analysés en insistant sur les particularités locales qui distinguent le culte des saints au Xinjiang du même phénomène au Turkestan occidental et dans le reste du monde musulman (circumambulation – tawwâf ; fixation de l’étendard – tugh ; repas rituel et chaudron, fumigations). De même, sont étudiées les fonctions occupées par les desservants des lieux saints (baqquchi, shâh, supi, jarupkäsh, bakhshi, ashiq). La dernière partie est réservée à l’analyse du discours contre le culte des saints qui a été élaboré par des intellectuels uygurs contemporains, plus ou moins liés au pouvoir communiste, mais dont l’argumentation s’inspire davantage des thèses du réformisme musulman (jadidisme) des XIXe-XXe siècles que du marxisme. Ahmad Yasavi, a hero of the new Central Asian Republics. Yunus Emre, in Turkey



This study deals with the re-reading of the writings — mosly poetry — attributed to the 11th century famous Sufi Ahmad Yasavi by the intellectuals, politicians and journalists of the present Central Asian Republics of the former SSSR. There is first a presentation of Ahmad Yasavi's writings who have left an imprint in both popular and literary spheres of Central Asia, including the Volga area and Eastern Turkestan. My opinion is that since the 11th century, Ahmad Yasavi became a myth in Central Asia because of the lack of reliable documents about his real thinking. For that reason, the interpretation of his thought by the Muslims — both enlightened and conservatists — by the Marxist and by the present intellectuals and politicians of the new Republics has led to variative and contradictory interpretations. This paper attempts to analyse these interpretations in relation with Central Asian culture and society and to explain how Ahmad Yasavi's writings inspired the Muslim modernists (jadid) of the 19th-20th centuries who have depicted him as a nationalist, proletarian and socialist poet, and why during the SSSR, after the assassination by Stalin of the last jadid, he was on the contrary, considered as a feodalist, a bourgeois and an apostle of the reactionary dogma, in a sense a « cursed saint ». The last part of this article focuses in a contemporary period and analyses how Ahmad Yasavi's myth has been interpreted since 1991, in relation with the process of shaping the new identity of the Central Asia and the re-building of Islam. As a result of the contemporary re-reading, one can notice that Ahmad Yasavi is becoming the model of the perfect Central Asian citizen. In brief, exaggerated mysticism has been evacuated and only nationalistic and religiously open-minded dispositions of Ahmad Yasavi have been welcomed in order to fit to the new social and religious conditions of the new Central Asian society. But in several cases interpretation means distortion.
Since around 1991, Ahmad Yasavi’s rehabilitation is undertaken on several levels ; first in Baku, during a meeting of culture ministers of the Turkic Republic of Central Asia, the year 1993 had been declared « Yasavi’s Year » followed by international seminars, although scientific, nevertheless were great rituals of recuperation of this Turkish mystic poet. This recuperation concerns all the new republics of Central Asia, Uzbekistan, Kazakhstan, Turkmenistan, Kirghizistan, the republic of Tatarstan of the Russian Federation. 
This myth can be understood on several levels and can serve interests of different ideologies sometimes diametrically opposed. Similar event occured in Turkey, during 19th and 20th century, with the sufi poet Yunus Emre who shared vieuws with Ahmad Yasavi, who was depicted as a Nationalist and a Humanist without recognizing his spiritual work. Cette contribution concerne la relecture des écrits, pour la plupart poétiques, attribués au célèbre soufi du XIe siècle, Ahmad Yasavi, par les intellectuels, les hommes politiques et les journalistes des républiques actuelles d'Asie centrale ex-soviétique. Il s'agit d'abord de présenter les écrits d'Ahmad Yasavï et de préciser qu'ils ont laissé une marque notable dans les milieux lettrés et littéraires de l'ensemble de l'Asie centrale, y compris dans les régions de la Volga et du Turkestan oriental. Depuis le XIe siècle, en effet, Ahmad Yasavi fait figure de mythe en Asie centrale : aucun document ne permet de rendre compte de ses idées. Pour cette raison, l'interprétation de sa pensée par les musulmans, éclairés comme conservateurs, ainsi que par les marxistes et, aujourd'hui, par les intellectuels et les hommes politiques des nouvelles républiques, a conduit à des exposés variés et contradictoires. Cette étude se propose d'analyser les différentes interprétations du personnage en relation avec la culture et la société centrasiatique. On verra en particulier comment les écrits d'Ahmad Yasavi inspirèrent les modernistes musulmans (jadid) des XIXe et XXe siècles qui l'ont décrit comme un poète nationaliste, prolétaire et socialiste et on verra pourquoi, du temps de l'URSS, après l'élimination par Staline des derniers jadid, il fut considéré comme un féodal, un bourgeois et un apôtre de la réaction, en sorte comme un « saint maudit ». La dernière partie de ce travail se concentre sur la période contemporaine et montre comment le mythe d'Ahmad Yasavï a été interprété depuis 1991, en relation avec le processus de reconstruction identitaire en Asie centrale et avec le renouveau de l'islam. Ahmad Yasavï est devenu le modèle du parfait citoyen d'Asie centrale. En bref, le mysticisme a été éliminé et seuls les aspects « nationalistes » et tolérants du soufi ont été retenus. L'objectif visé est de montrer que les idées d'Ahmad Yasavï sont conformes aux conditions sociales et religieuses de la nouvelle société centrasiatique. Mais, dans de nombreux cas, interprétation signifie déformation. À partir de 1991 environ, la réhabilitation d'Ahmad Yasavi s'effectue sur plusieurs plans ; d'abord en décrétant, à Bakou en 1992, lors d'une réunion des ministres de la culture des républiques turques, que l'année 1993 serait « l'année Yasavi », et en organisant à cette occasion des colloques internationaux qui, quoique scientifiques, n'en étaient pas moins de grands rituels de réappropriation du symbole que représentait ce poète mystique turc. Cette réhabilitation d'Ahmad Yasavi concerne toutes les nouvelles républiques centrasiatiques : Ouzbékistan, Kazakhstan, Turkménistan, Kirghizistan, et aussi la république du Tatarstan de la Fédération de Russie. 
Le mythe offre plusieurs niveaux de lecture et peut servir les intérêts d'idéologies différentes, parfois même diamétralement opposées. Un phénomène analogue s'est passé en Turquie, aux XIXe - XXe siècles, avec le poète soufi Yunus Emre (XIIIe siècle) dont les idées étaient très proches de celles d'Ahmad Yasavi, et dont on a fait un nationaliste et un humaniste (Ocak, 1996c, p. 100-101), sans reconnaître parfois qu'il était d'abord un mystique. History and mythical characters. Reinterpretation and contrast.




The history of the Islamic East is marked by great personages who are considered as models and Founding Fathers. Some of them are of Islamic origin, others have been inherited from Antiquity or the Bible. These characters have undergone a certain number of changes from the 10th century onward, basically because of the influence of the Shäh-nâma at a time when independent dynasties were proliferating and later with the breakthrough of the Turks, the Crusaders and the Mongols. The figures of Saladin and Chinggis Khan illustrate the renewal of ancient models, their extension and their successive reinterpretations. Mythical creativity seems to have been a cultural activity closely linked to political aims. The life of a conqueror such as Tamerlane has been set as a model by imitators who thus wished to justify their territorial claims. The biblical references attested to in the Quran allowed for the integration of the Turks and later of the Mongols into the history of the Creation as descendants from one of Noah's three sons. Ancient biblical events have also attributed a certain importance to the Muslims of the Volga area from the 18th century onward as well as to the various Christian and Muslim communities of the Caucasus. In fact, biblical references to this region abound such as the beaching of Noah's ark on Mount Ararat or the imprisonment of Gog and Magog behind the iron gates.

Following the details of the Iranian/Turkish cultural world, as heir of ancient Iran, Islam and of the steppe world, the creation of genealogies and filiations resulted in many various connections. Iranian dynasties sought to build a legitimacy on a dual origin connecting to the Arab aristocracy and to the rulers and heroes of ancient Iran.
The Caucasus region for millenia has been a home and shelter of many various ethnies. The Moslim populations of the Volga and Caucasus regions seem to have closely associated national identity annd religious faith. To ancient mythology of oral traditions, a strong biblic and coranic symbolism have been superimposed.

This process of valorization through hidden origins is not limited to eastern Islam or Christianity. Indeed, we meet the same in Medieval as modern Western world.  Denise Aigle
 

Figures mythiques et histoire. Réinterprétations et contrastes entre Orient et Occident

L'histoire de l'Orient musulman est jalonnée de grands personnages qui servent de modèles de référence et d'ancêtres fondateurs, certains hérités de l'islam, d'autres de l'Antiquité et de la Bible. Leur figure s'est transformée en Orient musulman à partir du Xe siècle, largement sous l'influence du Shâh-nâma, quand se sont multipliées les dynasties indépendantes, puis à la suite de l'irruption des Turcs, des Croisés et des Mongols. Les exemples de Saladin et de Gengis Khan illustrent le renouvellement des modèles, leur extension et leurs réinterprétations successives. La créativité mythique apparaît comme un acte culturel, de portée éminemment politique. La carrière d'un grand conquérant comme Tamerlan a servi de modèle à ses épigones pour justifier leurs prétentions territoriales. Les références bibliques attestées dans le Coran ont permis d'intégrer les Turcs, puis les Mongols, dans l'histoire de la Création, comme descendants de l'un des trois fils de Noé. Des rattachements bibliques anciens ont valorisé les musulmans des régions de la Volga à partir du XVIIIe siècle, ainsi que les différents peuples chrétiens et musulmans du Caucase, région riche en références bibliques comme l'échouage de l'arche de Noé sur le mont Ararat et l'enfermement des peuples de Gog et Magog derrière des portes de fer.

Dans l'aire culturelle turco-iranienne, héritière de l'Iran antique, de l'islam et du monde de la steppe, la fabrication de généalogies a donné lieu à de multiples combinaisons et rattachements. Les dynasties iraniennes cherchent à fonder leur légitimité sur une double origine en se rattachant à l'aristocratie arabe de la Péninsule arabique et aux souverains et héros de l'Iran ancien.

La région du Caucase est depuis des millénaires un foyer d'habitat et de refuge pour des populations d'ethnies très variées. Les populations musulmanes des régions de la Volga et du Caucase semblent avoir associé étroitement identité nationale et foi religieuse. Une géographie mythique donnant au Caucase, et aux régions situées au-delà, un statut particulier s'appuie sur deux récits légendaires. À la mythologie ancienne des traditions orales, est donc venue se superposer une forte symbolique biblique puis coranique.

Ce processus de valorisation par des origines antiques cachées n'est pas propre à l'islam et au christianisme oriental. En effet, on le rencontre dans l'Occident médiéval comme moderne.

RECONSTRUCTION OF TURKISH ALPHABET

Changing the alphabet also changed spelling and, over time, vocabulary. This is why the alphabet and language reforms are connected. Latinization broke the link between Turkish script and its Arabic vocabulary. These words became like orphans from their semantic family ; and so they lost their powers of evocation and connotation.  Thus latinization encouraged the entry en masse of words with Western origins into the Turkish language. This is one of the great paradoxes of the language reform, since the Kemalists spent their time declaring that it would liberate the Turkish language from foreign tutelage.
The Kemalists completely internalized the Western vision of ‘the Orient’, producing their own Orientalism with regard to the Arab world. This already existed under the Ottoman Empire. Kemalist progressivism contrasted itself with this Orient, with the ‘fanaticism’ and ‘backwardness’ of Arab societies. 
Because of censorship, the only sources we have are State sources. ‘Schools of the Nation’ (Millet Mektepleri) are created beginning in December 1928.
At the time, official historians, journalists and publicists of the regime used a religious register when speaking of the change in alphabet – it was a kind of revelation, or nurlanma. There is a sacred aspect given to the transfer from the Arabic (and Koranic) script to the new Turkish alphabet. Mustafa Kemal takes on the role of the Prophet, in the etymological sense of the term – he who speaks before, he who brings the Good News (mujde). The whole of the Kemalist discourse consisted of opposing what had come before 1928 – darkness, ignorance, superstition – with what came after: illumination, knowledge, reason. It in some ways draws on Islamic theology, which establishes a firm distinction between the period before the Mohammedan revelation, known as the Age of Darkness, and the period after.

Even if this reconstruction seem a bit Orwellian, in Orwell there is only a dictatorial aspect – thought control. Undoubtedly, to change a word is to change reality; this has an Orwellian quality. But this reforms also provided access to knowledge, culture and written fluency. This change had an emancipatory effect. In the third world and progressive literature which came into vogue in the 1970s and 80s, we were all obsessed with improving literacy rates, with ‘progress and development’…now, it seems we’ve adopted nearly the opposite logic: ‘oral cultures and traditions are wonderful!’ We castigate ‘modernity’, we cultivate a nostalgia for our lost ‘heritage’, including the invention of an idealized past. We must find a balance – this reform, as violent it was, also symbolizes the destruction of feudal structures, the end of religious oppression, and the advent of the people’s access to information.

RECONSTRUCTION DE L’ALPHABET TURC
Changer l’alphabet revient aussi à changer l’orthographe et à terme, le vocabulaire. C’est pour cette raison que les réformes de l’alphabet et de la langue sont liées. Avec la latinisation, c’est la traçabilité étymologique des mots arabes qui est cassée. Les mots sont orphelins de leur famille sémantique, ils n’ont plus la même capacité d’évocation et de connotation.  La latinisation a donc favorisé l’entrée en masse dans la langue turque de mots d’origine occidentale. C’est l’un des grands paradoxes de la réforme de la langue.
Les kémalistes ont totalement intériorisé la vision occidentale de « l’Orient » et produit leur propre orientalisme à l’égard du monde arabe. Cela existait déjà sous l’Empire ottoman. Le progressisme kémaliste s’est opposé à l’Orient dit « rétrograde », au « fanatisme » et à « l’arriération » des sociétés arabes. 
Du fait de la censure, les seules sources dont nous disposons sont les sources d’État. Les « écoles de la nation » (Millet Mektepleri) sont créées à partir de décembre 1928.
Le registre à travers lequel les historiens, journalistes et publicistes officiels de l’époque expliquent le changement d’alphabet est celui de la révélation religieuse (nurlanma): il y a une sorte de transfert de sacralité de l’alphabet arabe, l’alphabet coranique, vers le nouvel alphabet turc. Mustafa Kemal c’est le prophète, au sens étymologique du terme, celui qui parle avant, celui qui apporte la bonne nouvelle (müjde). Toute la construction du discours kémaliste va consister à opposer précisément ce qu’il y avait avant 1928, l’obscurité, l’ignorance, la superstition, par rapport à l’après, la lumière, le savoir, la connaissance. C’est en quelque sorte un décalque de la théologie islamique qui établit une distinction très forte entre avant la révélation mahométane, les âges obscurs, et après.
Même si cette reconstruction fait penser à George Orwell, chez Orwell il y a seulement le côté dictature, le contrôle des cerveaux. Certes, changer un mot c’est changer le réel, cela a un côté orwellien mais la réforme a aussi permis un accès à la connaissance, à la culture et à la maîtrise de l’écrit. Ce changement a eu des effets émancipateurs. Dans la lecture tiers-mondiste et progressiste en vogue dans les années 70-80, on s’extasiait devant l’alphabétisation, le progrès et le « développement » alors que maintenant on est presque dans la logique inverse : « C’est formidable les cultures orales et les traditions ! ». On fustige la « modernité », on cultive la nostalgie du « patrimoine » détruit, dont on entretient une représentation fantasmatique. Il faut trouver un équilibre, cette réforme, si violente qu’elle fût, symbolise aussi la destruction des structures féodales, des oppressions religieuses, et l’accès des individus à l’information.
