21^st century eugenics -Selling sterilisation to addicts.
To its critics, Project Prevention or Crack - an American organisation which pays drug addicts and alcoholics to be sterilised - is a terrifying throwback to the neutering of "defectives" during the 20th Century.

But the woman who runs this not-for-profit programme believes she is offering a service to everyone: the drug addict, the taxpayer, the child who has not yet been born, and if she has her way - will never be born.

Increasing presence

Some prisons - such as the Bernalillo County Detention Center in Albuquerque - have apparently allowed the group to host information sessions for their female inmates, but have stressed that this is not tantamount to a referral. But what is undisputed is that the programme has expanded significantly over the past five years - growing from a small establishment in California to a nationwide programme with a presence in most major cities.

As it has expanded, the tone of the group has also shifted. Ms Harris, who was quoted in one of her first interviews as saying "We don't allow dogs to breed. We spay them. We neuter them. We try to keep them from having unwanted puppies, and yet these women are literally having litters of children," has since toned down her language.
Historical analogies
"The whole project is eugenist, it recalls what went on in the 1930s in America, or even in Nazi Germany." Laws authorising coerced sterilisations were passed in more than half of US states in the 1930s after lobbying from the American eugenics movement, which sought to further the existence of what it deemed to be the "genetically superior" and prevent reproduction among those it saw as inferior: "the licentious" and "the indolent". America's legislation served as a model for the Nazis' programme of eugenics, which led to the extermination of Jews and the murder of many gypsies, the mentally ill, and homosexuals.
"As the saying goes: Time makes more converts than reason." - Despite being lambasted in the media and condemned by health experts in the UK, Harris is visiting cities around Britain looking to launch pilot projects that will help her achieve her goal of reducing "the number of substance-exposed births to zero".

Pour les critiques, le Projet Prévention ou Crack – une organisation américaine qui paie les toxicomanes et les alcooliques pour être stérilisés – est un retour en arrière terrifiant vers la stérilisation des plus faibles que l’on a déjà connue au 20^ème siècle.

La femme qui dirige ce programme à but non-lucratif croit rendre service à tous : les toxicomanes, les contribuables, les enfants qui ne sont pas encore nés, qui selon elle ne devraient jamais naître.

Ce programme – qui offre la stérilisation ou le contrôle des naissances – atteint son cinquième anniversaire dont Barbara Harris (instigatrice du programme) se félicite.

« Malgré la controverse initiale à propos de ce programme, les gens commence à l’accepter comme une bonne idée, les agents de probation, les travailleurs sociaux et ceux qui travaillent dans des projets de réhabilitation des toxicomanes, nous renvoie de plus en plus de monde » dit elle.

Une présence croissante.

Des prisons – comme le Bernalillo County Detention Center d’Albuquerque – ont permis au groupe de diffuser leurs informations au sein de la population carcérale féminine, en insistant sur le fait que ce n’est pas un point de référence. Mais incontestablement ce programme s’est dangereusement développé au cours de ces cinq dernières années – partant d’un petit bureau en Californie pour finir en programme national présent dans les principales grandes villes du pays.

Le ton du groupe a évolué en se modifiant. Madame Harris disait au cours de ces premières interviews :  « On ne permet pas aux chiens de se reproduire, on leur enlève les ovaires. On les stérilise. On essaye d’éviter qu’ils aient des chiots malheureux, et pourtant on laisse les femmes mettre bas des enfants (NdT litter = détritus, donc connotation péjorative) » mais depuis elle a atténué son propos.]…]

 Analogies historiques

«  Tout le projet est eugéniste, il rappelle une certaine Amérique des années trente ou même l’Allemagne nazie. » Les lois autorisant la stérilisation forcée ont été promulguées dans plus de la moitié des Etats-Unis dans les années 1930 suivant la doctrine du lobby du mouvement eugéniste américain qui affirmait l’existence d’une population ‘génétiquement supérieure’ et souhaitait empêcher la reproduction de ceux considérés comme inférieurs, ‘les licencieux’ et ‘les indolents’. Cette législation américaine a servi de modèle au projet eugéniste nazi qui conduisait à l’extermination des Juifs, des Romes, des malades mentaux et des homosexuels.

Selon le proverbe : « le temps fera plus de convertis que la raison »– Après avoir été vilipendée par les médias et condamnée par les experts de la santé au Royaume Uni, Harris parcoure les principales villes d’Angleterre pour promouvoir des projets pilotes qui l’aideront à atteindre son but de réduction «  du nombre des naissances victimes de pauvreté à néant ».
