ERRC (European Roma Rights Center) Urges Minority Rights Protection in Hungarian Constitution

Last week, the European Roma Rights Centre (ERRC) sent a letter to the Hungarian Government and parliamentary committees expressing concern about proposed provisions of the new Constitution that foresee an end to the autonomy of the Parliamentary Commissioner for National and Ethnic Minorities (Minorities Ombudsman) and the other Ombudsmen tasked with protection of constitutional rights. The ERRC raised concern about the negative impact of the proposed Constitutional changes on minority groups in Hungary.

In its letter, the ERRC called on the Hungarian Government and the Parliament to ensure that the new Constitution protects, promotes and implements the rights of minorities, including freedom from all forms of discrimination, as well as cultural autonomy, minority education and minority representation. To this end, ERRC urged the Hungarian government to maintain the Office of the Minorities Ombudsman as an autonomous institution accountable to the Parliament, guaranteeing this office the opportunity to conduct its independent and proactive work on behalf of national and ethnic minorities in Hungary.

Le ERRC (Centre Européen des Droits des Roms) sollicite la présence de protection des droits des minorités dans la constitution hongroise. 31 Mars 2011

La semaine dernière, le Centre Européen des Droits des Roms (ERRC) envoyait une lettre au gouvernement hongrois et aux comités parlementaires pour exprimer son inquiétude face à des propositions de disposition dans la nouvelle Constitution qui prévoient la fin de l’autonomie du Commissaire Parlementaire pour les Minorités Nationales et Ethniques (Minorities Ombudsman) et celle des autres Ombudsmen chargés de la protection des droits constitutionnels. Le ERRC faisait part de sa crainte face à l’impact négatif de ces propositions de changement sur les groupes minoritaires en Hongrie.

Dans cette lettre, le ERRC demande au gouvernement Hongrois et au parlement de s’assurer que la Constitution protège, promeut et met en oeuvre les droits des minorités, dont, la liberté face à toutes les formes de discrimination tout autant que l’autonomie culturelle, la représentation et l’éducation des minorités. C’est dans ce but que le ERRC exhorte le gouvernement hongrois à maintenir en place Le Bureau des Minorités Ombudsman en tant qu’institution autonome responsable devant le Parlement, et à garantir à ce bureau l’opportunité de réaliser un travail indépendant et efficace au nom des ethnies minoritaire de Hongrie.

 La violence contre les Roms paralyse leur intégration. La Commission européenne présente le document longuement attendu sur le Cadre Européen pour les Stratégies d’Intégration Nationale des Roms, nous ne pouvons pas ignorer que des Roms de nos jours en Europe vivent menacés dans leur vie quotidienne par la violence et le harcèlement.
